Colombia Land Port of Entry (LPOE) Border Roadway Improvement & Construction (BRIC)/Paving Project, located at Termination SH-255, Laredo, TX 78040
Project Description/Information:
The U.S. General Services Administration (GSA) Greater Southwest Region, Acquisition Management Division, Capital Investment Program is conducting a market survey seeking a qualified small business to provide construction services to replace, repair, and perform preventive maintenance on paved areas (approximately 253,000 square feet (sf) of pavement). The project consists of eleven (11) pavement repair/reconstruction sites within the Land Port of Entry (LPOE) and includes embankment stabilization. The project site is located in Laredo, TX on the U.S. - Mexico international border separating Laredo, TX and Anahuac, Nuevo Leon, MX.
The intent is to remove damaged pavement in the identified areas and replace with the recommended pavement improvements. Pavement replacement will require removal of existing concrete & base material and will include both surface reconstruction and complete reconstruction of depths between 10 and 13 inches. In addition, the project will require traffic control; this is to address removing lanes from service while maintaining adjacent lanes in service along the same route(s), modifying direction of traffic flow, adding temporary pavement and maintaining access to at least 2 docks at all times.
The contractor shall construct roadway repairs and/or paving replacement to improve the overall function of the port. The contractor will be responsible for providing all labor, materials, transportation, supervision, and management to perform construction, as it relates to the following:

It is anticipated that this project will be funded using the Inflation Reduction Act of 2022 (IRA) funding. For GSA, it will make our federal buildings more sustainable, higher performing, and more cost-efficient through next generation technologies and low-embodied carbon materials - accelerating efforts to achieve a net zero federal footprint, catalyzing American innovation and saving taxpayers millions in energy costs. Embodied carbon refers to the greenhouse gas (GHG) emissions associated with the production, use, and disposal of construction materials.
Procurement Information:
The purpose of this announcement is to identify available qualified small businesses only. GSA anticipates issuing a solicitation, based on the outcome of this market survey, on or about January 2025, and awarding a subsequent contract on or about March 2025. Award of any resulting procurement will be based on employing a “Best Value Concept” methodology. The anticipated contract will be awarded on a firm-fixed price basis. It is anticipated that this construction project will take approximately 375 days to complete.
A source selection evaluation factor will be included that favors the provision of IRA-Eligible Materials with the lowest possible GWP. Offerors will propose materials that meet Top 20% Limits, Top 40% Limits, or Better Than Average Limits and will be scored accordingly. Materials meeting the Top 20% limit are scored higher. GSA anticipates the solicitation will require proposals to include EPDs to support the proposed materials.
In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost range is between $20,000,000 and $30,0000. The potential NAICS code is 237310 (Highway, Street, and Bridge Construction) and the current small business size standard is $45 million. The Product Service Code/Federal Supply Code (PSC/FSC) is Z2LB (Repair Or Alteration Of Highways/Roads/Streets/Bridges/ Railways).
Submission Instructions For Interested Firms:
CONSTRUCTION FIRMS: Any interested construction firm should provide a written Expression of Interest and a response to the questions below (no more than 3 pages) by 12:00 pm CST, December 2, 2024, to the Contract Specialist, Temica Stewart via email: temica.stewart@gsa.gov. The subject line should state, “Expression of Interest for Colombia LPOE BRIC Project.” All information submitted is subject to verification. Additional information may be requested to substantiate responses.
All interested construction firms shall be registered in the Government’s System for Award Management (SAM) at www.sam.gov prior to award of a contract.
The written Expression of Interest shall address/contain the following:
(1) Contractor's name, address, point of contact, phone number and email address
(2) Tax Identification Number and Unique Entity ID (UEI)
(3) NAICS code(s) under which the company operates
(4) Contractor's Bonding Capacity in the form of a letter from Surety per contract and aggregate amounts
(5) Contractor’s affirmation that it is considered a small business in accordance with Small Business Administration (SBA) guidelines (include the socio-economic status, if any)
(6) Relevant experience: Provide at least two (2) similar projects. Similar Project is defined as a project that is similar in size, type, and complexity. To qualify as a Similar Project, the project must meet all three elements of size, type, and complexity, as further defined here:
(7) Provide LEC asphalt, concrete and or steel supplier information. Evidence of an EPD is not required at this stage and will not be counted towards the 3-page requirement, but if your LEC supplier has an EPD or one in progress please provide that information.
In responding to this notice, please indicate your experience and interest in this project as a contractor, and a brief description of your firm’s past experience completing activities similar to those described in #6 above, including project dates, cost, and role as either Prime Contractor or Subcontractor.
SUPPLIERS AND MANUFACTURERS: In addition to the construction opportunity reflected herein, GSA is seeking suppliers and manufacturers that are interested in supplying low embodied carbon asphalt, concrete (and cement), and steel materials for the project. Suppliers and manufacturers of materials meeting GSA’s Interim Inflation Reduction Act (IRA) Low Embodied Carbon (LEC) Material Requirements may submit an Expression of Interest by 12:00 pm CST, December 2, 2024, to the Contract Specialist, Temica Stewart via email: temica.stewart@gsa.gov. The subject line should state, “Expression of Interest for Colombia LPOE BRIC Project.”
Expressions of Interest should indicate materials available and global warming potential values reflected in materials’ environmental product declarations. Submission of an expression of interest grants GSA your permission to publish your firm’s contact information and offerings for use by potential offerors on the construction requirement. Supplier and manufacturer contact information will be published in an informational amendment issued by GSA.
By participating in the competition, offerors consent to GSA sharing their suppliers’ names and the global warming potential values associated with suppliers’ materials with the successful offeror. Technical solutions, supplier pricing, and supplier-offeror terms and conditions will not be shared, in accordance with the Procurement Integrity Act. All information submitted is subject to verification. Additional information may be requested to substantiate responses.

A virtual Industry Day was held on August 2, 2023, in order to educate the community on IRA requirements and LEC materials and connect small and large business concerns with manufacturers and suppliers. FUNDS AVAILABILITY - Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
