INTRODUCTION



Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors capable of providing comprehensive tree maintenance service. These services support INL site operations across both in-town Idaho Falls facilities and the INL desert site approximately 50 miles west of Idaho Falls.



BACKGROUND



INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. The maintenance and care of trees across INL facilities is essential to ensuring site safety, environmental stewardship, and operational continuity. Tree management activities must be performed by an International Society of Arboriculture (ISA) Certified Arborist and must comply with applicable INL procedures, job safety analyses, and federal and environmental regulations, including requirements associated with nesting birds under the Migratory Bird Treaty Act.



SCOPE OF WORK



The selected vendor may be responsible for the following services:




  • Perform annual structural pruning, canopy raising, and removal of dead or hazardous limbs to maintain tree health and ensure personnel and property safety

  • Conduct tree felling and removal of diseased, dying, or hazardous trees using safe and controlled methods

  • Complete stump grinding and backfilling following removals to restore surface grade

  • Plant new trees as directed, including staking, mulching, and ensuring proper establishment practices

  • Monitor and treat trees for pests, fungi, and other health concerns using approved insecticides, fungicides, and treatment methods, and apply fertilizers seasonally to promote healthy growth

  • Provide 24/7 emergency tree response, including removal of hazardous limbs, clearing storm damage, and other urgent issues

  • Identify and report nesting birds in accordance with the Migratory Bird Treaty Act

  • Coordinate all work with INL Facility Management and comply with all applicable INL safety requirements, including job safety analyses and work authorizations



PROCESS



This EOI is the first step in identifying interested and qualified vendors for future solicitation. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration.



SUBMITTAL REQUIREMENTS



Interested vendors should submit an Expression of Interest that includes the following:




  • Company name and point of contact

  • Description of tree maintenance services offered, including ISA-certified personnel

  • Relevant experience performing arborist services, including large-site or multi-facility environments

  • Certifications, licenses, and safety program descriptions

  • Emergency response capabilities

  • Availability, staffing levels, and capacity to support desert site and Idaho Falls locations

  • Any applicable NAICS codes and business size classification

  • Proof of ISA Certified Arborist qualification(s)
