NASA Langley Research Center (LaRC) has a requirement for a long lead replacement for a BEP type Heat Exchanger (HEX), specifically for the cold compander component at the LaRC B1241 LN2 Plant.

SB111 90/10 CuNi Tubes and CS Tubesheets (Strength Weld) to ASME Code.
Sever corrosion (a known issue in LN2 plant cooling water systems) has seized the tube bundle to the shell. The corrosion affects the HEXs ability to adequately cool product. The project is needed because operating temperatures are at an alarm level (not to trip level).
NASA Langley Research Center (LaRC) intends to issue a sole source contract to API HEAT TRANSFER INC., 2777 Walden Ave, Buffalo, NY. The item is being acquired under the authority of 41 U.S.C. 1901 and in accordance with FAR 13.5 procedures.
It has been determined that API is the most advantageous provider of this item. API is the original equipment supplier for the existing failed heat exchanger and presents the quickest economical path to ending the current work stoppage. It would take substantial duplication of resources and time for another source to provide the required item and this additional expense is not expected to be recovered through competition.
Provision for this JOFOC is made under the statutory authority of 10 U.S.C. 2304(c)(1). FAR Part 13.5 procedures are used under the statutory authority of 10 USC 2304(g)(4) which requires NASA to follow 41 U.S.C.1901(e).
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Michael Devine at michael.p.devine@nasa.gov not later than Friday 28 FEB 2025 no later than 4:30pm EST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
