and now serves approximately 550,000 people in central and eastern CCWD is a local service agency
known as a special district. Being a special district allows us to have a single well-defined focus to

II. Notice of Inviting Bidders
A. Submittal of Bids
An electronic bid (in searchable PDF format) Attachment B - Pricing shall be submitted via the
relevant procurement page at CCWD’s PlanetBids Portal below. No hard copy, email, or faxed
bids will be accepted. No bids will be accepted after the due date and time and will be deemed
unresponsive.

B. Pre-Bid Meeting-Optional
At this time, CCWD will not be conducting a voluntary or mandatory pre-bid meeting.
C. Conditions of Invitation to Bid
Terms of Agreement
This service is for a two (2) year base period Fiscal Year 2027 (FY27) July 1, 2026, through June 30, 2027,
and (FY28) July 1, 2027, through June 30, 2028 with three (3) one (1) year priced options for (FY29) July
1, 2028, through June 30, 2029 (Option 1), (FY30) July 1, 2029, through June 30, 2030 (Option 2)
and (FY31) July 1, 2030 through June 30, 2031 (Option 3).
Liability of Cost and Responsibility
CCWD is not responsible for any costs incurred in preparing a response to this ITB. All expenses associated
with responding shall be borne solely by submitting individual or organization. Respondents shall hold
CCWD harmless from any liability, claims, or expenses arising from or related to their participation in this
process. All materials submitted become the property of CCWD.
Insurance
CCWD has implemented an insurance compliance program requiring all vendors providing products or
services to maintain appropriate insurance coverage before any agreement is issued. Once the most
responsive bidder is identified, that vendor will have 15 days from selection to submit all required
insurance documents, following the provided samples, and to register with CCWD’s insurance

compliance tracking system, MyCOI. Failure to provide the required insurance documentation within this
timeframe may result in the bid being deemed unresponsive.
Business License
Business licenses will be verified with the issuing agencies and references will be checked.
Prevailing Wage
Pursuant to Section 1770, et seq., of the California Labor Code, the successful bidder shall pay not less
than the prevailing rate of per diem wages as determined by the Director of the California
Department of Industrial Relations. Bidders can download the current prevailing rate of per diem
wages directly from the California Department of Industrial Relations.

Bid Notices
CCWD has included the Bid/Proposal General Provisions (Attachment C) to help explain CCWD’s bid and
proposal process. The attached bid requirements must be completed and provided by the
respondent. The information will be the basis for evaluation of cost between respondents and will be
the basis for actual charges for services performed under the terms of this agreement. Submission of a
bid constitutes acceptance of CCWD’s Purchase Order Terms and Conditions (Attachment E). Failure to
indicate herewith any exceptions to the Purchase Order Terms and Conditions/Sample Agreement shall
forever waive any such exceptions, see the Bid Guarantee (Attachment D).
Accessibility Compliance
Unless otherwise specified herein, bidders shall be required to provide all electronic deliverables or
digital content described in this ITB, including documents, websites, or web services to be provided, in a
form which meets Americans with Disabilities Act (ADA) requirements. Specifically, electronic
deliverables or digital content shall adhere to and be compliant with Web Content Accessibility
Guidelines (WCAG) 2.1, Level AA. See https://www.ada.gov/resources/2024-03-08-web-rule/
and https://www.w3.org/WAI/standards-guidelines/wcag/ for more information on these standards.
Compliance is a material requirement of this ITB. Any bid which includes a disclaimer of warranty or
compliance with these standards shall be deemed nonresponsive and will not be considered for award.
Addenda
Any changes, additions, or deletions to this ITB will be in the form of written Addenda issued by the
Contra Costa Water District and posted to PlanetBids. CCWD will not be responsible for failure of any
prospective bidder to receive such Addenda. All Addenda so issued shall become part of this ITB.

Questions concerning Aggre gate Road Base should be directed on CCWD’s PlanetBids website in Q & A
section, and must be received by 4:00 p.m., Monday, April 6, 2026. Responses to all questions received by
the due date will be published on PlanetBids and CCWD will issue an Addendum to the ITB on Monday,
April 13, 2026.
Best Value Award
CCWD specifically reserves the right to reject any or all bids, to make any awards or any rejections in what
it alone considers to be in the best interest of CCWD, and to waive any irregularities in the bids. CCWD
does not obligate itself to accept the lowest bid and specifically reserves the right to reject any or all bids
or CCWD will accept any bids or combination of bids considered most favorable. CCWD reserves the right
to hire a primary and secondary contractor in the event the primary contractor cannot respond in a
timely manner.

Attachment A
SCOPE OF WORK
The purpose of this ITB is for the vendor to provide aggregate materials as identified on the Contractor
Rates and Charges page (Attachment B).
Items shall be delivered as requested to the following Contra Costa Water District (CCWD) locations:
Concord Corporation Yard, 2333 Bisso Lane, Concord CA 94520
Bollman Water Treatment Plant, 2015 Bates Avenue, Concord CA 94520
Antioch Service Center, 3965 Neroly Road, Oakley CA 94561
Los Vaqueros Reservoir, 19 Walnut Blvd., Brentwood CA 94513
And as needed to various locations throughout the county as directed by the Distribution
Services Supervisor, Canal Supervisor, or their designated representative(s). Each load
delivered must be accompanied by a weight slip.
BIDDER AGREES TO PROVIDE ALL REQUIRED EQUIPMENT, MATERIAL, FREIGHT AND / OR LABOR
AS SPECIFIED IN BID DOCUMENTS.
1. Duration: This bid shall for furnishing aggregate road base deliveries to various District
locations for fiscal year 2027 (FY27), beginning on July 1, 2026 through June 30, 2027, and
four(4) one(1) year priced options for fiscal years 2028 (FY28), from July 1, 2027 through June
30, 2028, fiscal year 2029 (FY29), from July 1, 2028 through June 30, 2029, fiscal year 2030 (FY30),
from July 1, 2029 through June 30, 2030, fiscal year 2031 (FY31), from July 1, 2030 through June
30, 2031 to be exercised at the District’s sole discretion.
2. Delivery: The District will attempt to give the CONTRACTOR as much advanced notice as
possible. Normally, orders for the material will be placed with the CONTRACTOR no later than
10:00 A.M. the day before required delivery. Orders for the various materials will be made for
full loads. Orders will be placed either by phone, e-mail, or texting (if available and not to the
exclusion of the other methods) to the vendor by CCWD personnel, stating the location,
quantity, and purchase order number. Deliveries to CCWD Facilities shall be made between the
hours of 8:00 A.M. and 3:00 P.M., Monday through Friday (excluding State or Federal holidays or
as otherwise directed). If an emergency arises delivery arrangements will be scheduled by the
district supervisor or the facility/location personnel who placed the order and/or receiving
personnel.
3. Quantity: No guarantee will be made on total quantity and will be on “as required” basis. There
will be no minimum order requirements. Deliveries must be clearly marked with the purchase
order number. If delays in delivery are anticipated, the CONTRACTOR will immediately notify
the CCWD Supervisor of the expected delivery date. The order may be canceled if the delivery
time is unsatisfactory, and CCWD may procure item(s) from other sources, and the
CONTRACTOR will be held responsible for any/all excess cost.
4. Quality: Aggregate Base: Crushed aggregate or processed natural mineral shall be clean, hard,
sound, and free of any detrimental quantity of soft, friable elongated or laminated pieces,
organic matter or other deleterious substances, and shall be of such nature that it can be
compacted readily under watering and rolling to form a firm, stable base. An aggregate is
