REQUEST FOR QUALIFICATIONS
ADMINISTRATVE SERVICES
The Town of Brooksville request proposals from qualified individuals or firms to provide
administrative services related to the implementation of an approved FY 2023 Environmental
Protection Agency (EPA) STAG funded project related to water and/or wastewater infrastructure
improvements. You are invited to submit a proposal in accordance to the request to:

Eight (8) copies of the proposal must be submitted in a sealed envelope and marked, “EPA STAG
Administrative Services – Water/Wastewater Improvements. Proposals will be rated on the
following factors: Qualifications, (30 points); Experience, (30 points); Capacity to Perform (20
points), and Familiarity with the community (20 points). In order to be rated properly, the
following information must be provided.
QUALIFICATIONS: List of qualifications of persons to be assigned to project; \
EXPERIENCE: Information regarding the firm’s experience and the projects previously
undertaken, including the type and amount of grants awarded, the projects activities, and the
status of the projects;
CAPACITY FOR PERFORMANCE: Identify the number and title of staff assigned to provide
services.
FAMILIARITY WITH THE COMMUNITY: Past project experience specifically with small
towns and rural communities, and knowledge and understanding of the community’s needs.
The Town of Brooksville Mayor and Board of Aldermen will evaluate and rate each proposal.
Proposals may be held for a period not to exceed thirty (30) days for the purpose of reviewing
the content of the proposals and conducting due diligence of those individuals and firms being
considered. The Town of Brooksville reserves the right to reject any and all proposals. All

All proposals are due no later than 2:00 p.m. on April 7, 2026. Late proposal will not be
considered.
The project administrator will assist the Town of Brooksville Mayor and Board of Aldermen with
all aspects of project implementation, except Administrative and auditing service. These services
include, but are not limited to assisting with contract preparation, program compliance,
establishing files, preparing for monitoring and site visits, and other assistance as determined by
the Town of Brooksville through project closeout in accordance with federal, state, and local
laws, regulations and policies.

Subject to the United States Environment Protection Agency award and the removal of all
environmental conditions, the Town will award a contract with the qualified individual or firm
whose proposal receives the highest cumulative rating by the Town of Brooksville Mayor and
Board of Aldermen determined to be most advantageous to the Town of Brooksville, all factors
considered. The contract will include a detailed scope of work and other pertinent requirements.
An individual contract will be executed for each awarded project and the contract will be on a
fixed price basis. The Town of Brooksville reserves the right to terminate the selection at any time.
