NOTICE TO BIDDERS
Notice is hereby given that, in pursuance of an order of the Water and Sewer Commission of the City of Springdale, Arkansas, sealed bids will be received at the Commission Office until 1:30 p.m. on August 12th, 2025 for furnishing all tools, materials, labor and performing the necessary work required to complete the ANNUAL WATER AND SEWER MAINTENANCE REPAIR CONTRACT – AUGUST 2025 along with all other items and appurtenances as indicated within the plans and specifications.
All necessary work, materials and every item of construction shall be in accordance with the plans and specifications approved by the Commission. The work generally includes the replacement of existing one-inch and two-inch water service lines via open cut and boring, removal and replacement of one-inch and two-inch corporation stops where required, water meter replacements and adjustments, fire hydrant installation, sanitary sewer mainline point repairs, 4-inch sewer service line installation, manhole installation, manhole elevation adjustments, bypass pumping, sod repair, curb and gutter replacement, concrete repair, etc. Materials such as copper piping, fittings, couplings, sewer pipe, concrete, class- 7 base, cold mix asphalt, meter assemblies, meter boxes, checks, stops, yoke assemblies, tracer wire, casing (if required) and other items will be provided by The Springdale Water and Sewer Commission unless otherwise noted on the plans and specifications. Said plans and specifications are available for inspection at the Springdale Water Utilities, 526 Oak Avenue, Springdale, Arkansas. Plans and specifications may be purchased from the Springdale Water Utilities for a nonrefundable fee of $50.00. The contractors shall make such inspection and studies of the site of the work as to familiarize themselves with all conditions to be encountered.
The quantities listed in the proposal are approximate and intended for the comparison of bids only. Final payment will be based on actual quantities of acceptable work performed.
Prior to the bid opening, all prospective bidders must attend a mandatory Pre-Bid Conference that will be held at Springdale Water Utilities on Wednesday, August 6th, 2025 at 1:30 p.m.
Bids will be opened and read aloud in the Commission chambers at 526 Oak Avenue, Springdale, Arkansas, and considered at a scheduled meeting of the Commission. Each bid must be accompanied by an acceptable statement of bidder’s qualifications. The requirements of the bidder’s statement of qualifications will be furnished to prospective bidder with the plans and specifications.
Bidding security in the form of a bid bond, cash, a cashier’s check, or certified check payable to the Springdale Water and Sewer Commission, in an amount not less than five (5) percent of the total bid, shall be furnished by each bidder. The amount of such deposit will be forfeited immediately to the Owner as an agreed amount of liquidated damages if the bidder to whom the contract is awarded failed to enter into contract and furnish bond within ten (10) days from and after the date the award is made.
Bids must be made upon the official proposal sheets contained in the specifications, and such proposal sheets shall not be removed from the remainder of the contract documents. All bids shall be sealed and the envelope addressed to Lynn Carver, Secretary, Springdale Water and Sewer Commission, P.O. Box 769, Springdale, Arkansas 72765. All bids shall be plainly marked on the outside of the envelope specifying that it is a Bid for the “ANNUAL WATER AND SEWER MAINTENANCE REPAIR CONTRACT – AUGUST 2025”, the date for opening the bids, and the name and address of the bidder, and the contractor’s license number.
The attention of all bidders is called to the fact that they must be licensed under the terms of Act 150 of the 1965 Acts of the Arkansas Legislature, subject to any subsequent amendments.
“Pursuant to Arkansas Code Annotated §22-9-203 Arkansas State Building Services encourages all qualified small, minority and woman business enterprises to bid on and receive contracts for goods, services, and construction. Also, Arkansas State Building Services encourages all general contractors to subcontract portions of their contract to qualified small, minority, and woman business enterprises.”
The Water and Sewer Commission reserves the right to reject any and all bids and to waive any informalities in the proposal deemed to be in the best interests of the Commission. The Commission further reserves the right to withhold the awarding of the contract for a period not to exceed 60 days after the receipt of bids.
