Description



The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) sole source award to Kulite Semiconductor Products, Inc. (CAGE: 34345 / UEI: LN9YKAX66918) for one Kulite Brand pressure gauge.





In the area of force protection and weapons effects, the GSL develops innovative solutions for the Army, Department of Defense, Department of Homeland Security, other government agencies, and deployed troops to provide force protection from foxholes to fixed facilities, against weapon threats ranging from small arms to terrorist weapons through advanced conventional weapons with multispectral sensors. As part of the force protection research efforts, the GSL conducts field experiments using explosives to simulate threats against the GSL-developed protective technologies. Pressure gauges are used to measure pressures in high shock environments to better understand blast propagation and structural loading during explosive events.





To maintain the GSL’s capabilities to accurately measure pressure and shock wave propagation from explosive events, new gauges must be purchased to replenish and expand current inventory. Specialized gauges manufactured by Kulite Semiconductor Products, Inc. must remain consistent with previous gauges to ensure repeatable data is collected during test events. The testing environment in which these pressure gauges are used is very dynamic. Kulite brand gauges have been used in all previous blast experiments. It is essential that the results of blast experiments be evaluated based on the same, consistent standards. Because of this, it is vital that Kulite brand gauges that are compatible with existing Kulite brand equipment be used moving forward to ensure accurate blast measurements. As a result, Kulite Semiconductor Products, Inc. is the only known vendor who can provide the required pressure gauge.





The award will be issued in accordance with FAR 13.500. The applicable North American Industrial Classification System Code (NAICS) code is 336413 – Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a size standard of 1,250 employees. This notice of intent is for information purposes only.





This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.





Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 3:00PM CST 20 January 2026.
