PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to enter a brand name firm-fixed price contract for Colt Original Equipment Manufacturer (OEM) Carbine Parts. Only this suggested brand can furnish the requirement because the Defense Systems Unit (DSU), requires carbine parts to maintain the existing 12,000 Colt-pattern carbines owned by the FBI. The FBI is not purchasing new carbines. As these products are used in defense of life, the FBI does not want to purchase any non-OEM parts which could result in compatibility issues and lead to a decrease in functional reliability. Receiving OEM parts are also required to bring consistency and efficiency back to the Bureau. DSU’s gunsmiths are often receiving carbines to inspect and maintain. Due to this, it is essential that all existing carbines have the same configuration to increase efficiency for the gunsmith’s procedures and consistency across all Agents and new Agents in training. There are other brands that supply carbine parts; however, each have their own configurations, design, and manufacturing methods which effects the compatibility of the carbines. Continuing to purchase and utilize Colt OEM parts eliminates the possibility of risk of life, which keeps the public and the FBI’s Agents safer. After-market or non-OEM parts have inherent risks due to unknown compatibility and unknown service life, either of which could result in increased stoppages and failures. Unknown compatibility could result in weapons that fail during a deadly force encounter, rendering the agent or officer defenseless. The unknown service life could also result in a non-functioning firearm if individual components fail before the scheduled maintenance cycle. Continuing to purchase and utilize Colt OEM parts reduces risks and increases efficiency for the FBI.





This notice will be distributed solely through the SAM.gov website. Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 332994 - Manufacturing of small arms, ordnance, and ordnance accessories.





The Government intends to negotiate with authorized resellers of only one source under the authority of FAR 6.302-1(c). This notice of intent is not a request for competitive proposals; however, interested parties may identify their interests, capability, and authorized provider letter by responding to this requirement by contacting the Contract Specialist, Kayla Haley, via email only at KNHaley@fbi.gov, no later than 11:00am (ET) on Thursday, May 22, 2025. Responses sent via other means (i.e., via telephone call, facsimile transmission, etc.) will not be considered. Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.





Vendors must be registered in the System for Award Management (SAM), effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM. Please ensure that your company’s SAM information is updated and accurate. This includes UEID #, EFT, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
