This Source Sought Notice (SS) SPE605-26-RFI-1000 is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Defense Logistics Agency (DLA) - Energy. The purpose of this SS is to identify qualified Businesses that are interested and capable of providing for the ground fuel requirements for DLA-Energy. This SS covers the grounds fuel requirements for DLA-Energy customers located in various areas of Guam, Palau and Tinian. The expected period of performance is October 1, 2026 – September 30, 2031.





THERE IS NO SOLICITATION AT THIS TIME. General information regarding RFIs: In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for gathering information and planning purposes and does not constitute a solicitation for proposals. Any response to this notice will be treated as information only. DLA Energy will not provide reimbursement for costs incurred in responding to this RFI. Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this RFI do not bind DLA Energy to any further actions.

2. Background information of the firm and/or contractor regarding technical capability and ability to perform.





3. What type of fuel are you capable of supplying? Which areas of Guam, Tinian and Palau are you able to supply fuel? What are the names and locations of your fuel supplier(s)?





4. Are you a refinery?





5. Has your company participated in any current or previous contracts under the Direct Delivery Ground Fuels Program? If so, were any of those contracts performed in Guam, Palau, or Tinian?
