This SOURCES SOUGHT NOTICE and REQUEST FOR INFORMATION (RFI) is for market research and planning purposes only and shall not be considered to be an obligation by the Government to acquire any products or services. Pursuant to 48 C.F.R. Part 10, the Government is conducting market research to: Determine what sources exist that can satisfy ALL the Government’s requirements in attached PWS, Determine the capabilities of potential contractors, Determine the size and status of potential sources, and Determine the level of competition. Please note Page 37 of the PWS is the license requirement for Open Text eDOCs DM/RM System. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS (RFP) AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.

Interested parties are requested to respond to this RFI with a white paper.
White papers in Microsoft Word for Office 2000 compatible format are due no later than 8 Jul 25, 12:00 PM EST. Responses shall be limited to 3 pages for Section 2 and submitted via e-mail only to jonathan.maraggun@ed.gov & robert.carey@ed.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.
Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum:
- Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact.
- Recommended contracting strategy.
- Business type
Section 2 of white paper should provide information on GWACs, technical skills & rough order magnitude costs relevant to this requirement.
- The 3-page limitation applies only to Section 2 of the white paper.
- Use 1-inch margins on all sides of the page. The font should be 12-point Times New Roman.
