ADVERTISEMENT FOR REQUEST FOR QUALIFICATIONS

Design-Build Services – City of Starkville Community Skate Park
(MDWFP Recreational Trails Program – RTP Funded Project)
The City of Starkville, Mississippi (City), is soliciting Statements of Qualifications (SOQs) from
qualified Design-Build teams for the design and construction of the Starkville Community Skate
Park, funded in part through the Mississippi Department of Wildlife, Fisheries, and Parks
(MDWFP) Recreational Trails Program (RTP).
The project consists of the full design and construction of an approximately 10,000 square-foot
poured-in-place concrete skatepark, including all design, engineering, construction, materials,
labor, and incidentals necessary to deliver a complete and operational facility. Information
regarding the project, as well as Statement of Qualifications requirements and the Statement
of Work (SOW) can be accessed at https://www.cityofstarkvilleplans.org/. For assistance and

Respondents shall be responsible for downloading the document(s) from the online plan room
in order to be included in the Plan Holders List.
This Request for Qualifications constitutes Phase 1 of a two-phase Design-Build procurement
conducted in accordance with Mississippi Code §31-7-13.1, as amended by Senate Bill 2300
(2025).
Phase 1 is limited to the evaluation of qualifications only. No pricing, conceptual designs, or
technical proposals shall be submitted as a part of the SOQ. A shortlist of the most qualified
Design-Build teams will be selected and invited to participate in Phase 2 Request for Proposals.
Statements of Qualifications are due at the Office of the City Clerk or can be submitted
electronically to https://www.cityofstarkvilleplans.org/ no later than March 19, 2026 at 2:00 P.M.
Central Standard Time.
