Solicitation of Interest

This Solicitation of Interest (SOI) will define the required activities related to Employment and Income Verification (EIV) services required by the Office of Temporary and Disability Assistance (OTDA). The requirements laid out below are necessary for a Contractor to provide OTDA with access to EIV data, to be used in performing eligibility determinations for government benefits at application, renewal, and for continued eligibility (the EIV data services or EIVS). These government benefits include, but are not limited to, the Supplemental Nutrition Assistance Program (SNAP), Public Assistance (PA), The Home Energy Assistance Program (HEAP), Medicaid Assistance (MA), the Child Care Assistance Program (CC), and Child Support Services and Enforcement (CSE). OTDA completes over 200,000 EIV lookups monthly.

Required Activities

EIV services provided to OTDA must be delivered securely and follow New York State information security standards. The EIVS for the delivery of current and historical employment and income data must be made available in no more than seven days by the Contractor through a Web Portal and a minimum of one of the following methods: Batch Processing and/or API (Application Programming Interface) Integration.

  • Web Portal: An Internet-based service for individuals to manually perform EIV inquiries with real-time responses.
  • Batch: A secure EIV data file-matching service for large volume transactions. Batch output files must be returned to OTDA within twenty-four (24) hours after OTDA submits a batch file containing up to and including three-hundred thousand (300,000) records, not including weekends, New York State holidays, or Federal holidays. Batch files containing more than three hundred thousand (300,000) records, shall be returned within forty-eight (48) hours after OTDA submission, not including weekends, New York State holidays, or Federal holidays.
  • API Integration: A set of APIs that allow OTDA to integrate its systems with the vendor system to perform real time EIV inquiries.

Minimum Qualifications

To qualify, offerors must be capable of providing the following:

  • An Internet-based service and either processing through batches or API services for individuals to manually perform EIV inquiries without needing applicants/recipients to provide access/log in to their employer(s), bank(s) or any other systems (no consent-based verification solutions).
  • These responses must be provided in no more than seven days.
  • Responses for 90% of the following employers or third-party payroll companies without needing applicants/recipients to provide access to their employer(s), bank(s) or any other systems:
    1. Paychex - Partner Acct.
    2. com, Inc. and its affiliates
    3. Paylocity - Hybrid Partner Acct.
    4. Wal-Mart
    5. UPS
    6. Intuit Inc. - Partner Acct.
    7. FedEx Ground
    8. Target Corporation
    9. Compass Group USA
    10. US Postal Service
    11. Macy's Inc. direct/indirect owned subs
    12. Burlington Stores
    13. Allied Universal
    14. Dollar Tree Stores, Inc.
    15. Allied Universal Security Services
    16. Home Depot Inc.
    17. Tops Markets
    18. Employbridge
    19. Dollar General Corporation
    20. Northwell Health.

  • An affidavit documenting the Contractor’s responsibility to respond on behalf of employers, with accurate and unchanged employment and income details, to be used in legal proceedings.
  • All work must be performed within the continental United States (CONUS).

How to Apply

To indicate interest and eligibility to provide the required activities, organizations should submit a Letter of Interest, no longer than 3 pages in length, describing their abilities to provide the required activities, and how they meet the minimum qualifications for the solicitation. Letters of Interest must be submitted via email to: procurements@otda.ny.gov no later than 3:00 PM on April 7, 2025.
