Oswego Rail Enhancement Project (Track Construction) Advertisement
Description:

The Oswego County Industrial Development Agency (OCIDA) in conjunction with Novelis Oswego Works have been awarded a New York State (NYS) Passenger and Freight Rail Assistance Program (PFRAP) Grant to enhance the rail capability within Novelis and reduce truck traffic on NYS roads. The Project consists of 3 major parts: 1) Realigning the curvature of existing track within the plant to receive longer flat rail cars; 2) Reactivating a section of dormant track to improve rail car handling; and 3) Replacing two high emissions railcar movers with upgraded low-emissions models. This advertisement focuses on the first two portions of the project to revitalize the track. A FEED study has been completed to aid in the completion of this project. Below is an estimated work schedule for the overall construction of the rail site. Interested parties will be able to review the specifications prior to a pre-bid conference or visit the site upon request from OCIDA and Novelis Oswego Works.

Interested Parties: This is a NYSDOT funded grant and thereby must comply with NYS state requirements regarding meeting any specified socio-economic goals (M/WOBE and SVOBE) to enhance contracting opportunities for NYS certified registered firms for needed supplies or services. If such firms do not bid or do not exist for specified supplies or services, then the contractor is required to ensure a “Good Faith Effort” was undertaken to meet the requirements. The project also requires that all construction, material, and supplies meet NYSDOT Rail specifications and federal standards, where required. The final product, a revitalized Novelis track and rail capacity operation to improve rail car handling within Novelis plant operational area and reduce truck traffic and improve environmental concerns for the surrounding area.

Work Timing and Work Location: The OCIDA and Novelis are planning for a May 30th,2025 Start and an August 8th,2025 or earlier completion depending on availability and weather to begin project work.
