RFQ - Community Center Master Plan & Conceptual Design Services - De Soto, KS

The City of De Soto is requesting Statements of Qualifications (SOQs) from consulting firms with a strong record in planning, design, and public engagement to lead the development of a Community Center Master Plan. This effort represents a major investment in the future of our community and builds directly upon the 2025 Community Center Feasibility Study, which surveyed over 600 households and included a draft operational pro forma by the YMCA. While that study provided a valuable starting point, this next phase requires a more detailed and actionable plan that will allow the city to confidently move toward design and implementation. The selected consultant will help us take the community’s feedback and expectations and refine them into a clear, realistic plan for a facility that serves De Soto for years to come.

The work will occur in two phases. Phase 1 will focus on confirming program elements, engaging the community, and identifying practical funding and management approaches. Phase 2 will move the work into conceptual site and building designs, refined operational modeling, and the creation of a Final Master Plan. The result will be a set of community support recommendations, a clear financial strategy, and conceptual design materials that will position the City for the next step of the process.
