1. INTRODUCTION AND BACKGROUND
Greene County, Virginia (“County”), a political subdivision of the Commonwealth of Virginia,
is soliciting informal proposals from qualified firms (“Offerors”) for the redesign and
redevelopment of its official tourism website, www.ExploreGreene.com.
ExploreGreene.com serves as the primary destination marketing platform for Greene
County and promotes the County’s outdoor recreation, agritourism, arts, heritage, events,
and visitor services. The existing website is approximately ten years old and no longer
reflects current best practices in destination marketing, mobile usability, accessibility, or
content management.
The County seeks a professional website design and development firm with demonstrated
experience working with tourism organizations. Experience with rural tourism destinations
is strongly preferred.
2. PROJECT OBJECTIVES
The objectives of this project include:
• Modernizing the design and user experience of ExploreGreene.com
• Ensuring full mobile responsiveness
• Improving navigation and content organization
• Highlighting Greene County’s tourism assets through strong visuals
• Providing an easy-to-manage WordPress content management system
• Implementing basic on-page SEO best practices
3. SCOPE OF SERVICES
3.1 Website Design and Development
• Redesign of ExploreGreene.com using primarily existing content
• Limited content writing; focus is on editing, reorganizing, and presenting existing
materials
• Development using WordPress CMS (preferred, others considered)
• Fully responsive design for all devices
• Online previews and a reasonable number of revision rounds
3.2 Functionality
• Photo and video galleries
• Events calendar (manual entry and/or external feed)
• Online forms for visitor inquiries and newsletter signups
• Maps integration and “What’s Nearby” features
• Implementation of current on-page SEO best practices, including optimization for
emerging AI-driven search and discovery tools
• Google Analytics 4 integration
3.3 Hosting and Migration
• Migration to County-approved or vendor-recommended hosting
• Continued use of the ExploreGreene.com domain
3.4 Training
• Up to four (4) hours of CMS training for County staff
4. PROPOSAL REQUIREMENTS
Proposals shall include:
• Firm background and qualifications
• Demonstrated experience with tourism websites; rural tourism experience preferred
• Examples of at least three (3) comparable projects with live links
• Three (3) professional references
• Proposed approach and project timeline
• Itemized cost proposal
• Hourly rate for future updates
• Estimated start date following Notice to Proceed
5. EVALUATION CRITERIA
Proposals will be evaluated using the following criteria:
• Ability to meet the project scope and objectives (20 points)
• Experience with tourism and rural destinations (25 points)
• Quality and relevance of past work (25 points)
• Cost and overall value (20 points)
• Understanding of destination marketing principles (10 points)
6. CONTRACT TERMS
The selected Offeror will be required to enter into a contract with Greene County. The
contract will incorporate this RFP, the selected proposal, and applicable County terms and
conditions. The contract term will extend through project completion.
7. SUBMISSION INSTRUCTIONS
All proposals must be received electronically no later than 5:00 PM (ET) on January 21,
2026. Late submissions will not be accepted. Greene County reserves the right to reject any
or all proposals. Proposals must be submitted by email to Alan Yost at ayost@gcva.us with
the subject line: “RFP ExploreGreene” or through the eVA system.
