INVITATION TO BID

Storey County is requesting proposals for the services of a qualified and experienced contractor to maintain and rehabilitate our 5 water reservoir tanks within a Tank Asset Management Program for a period of ten years.  All five water storage tanks will be maintained under an on-going inspection and maintenance program to meet the standards set forth in the specifications.  In addition, each tank will be fully rehabilitated within a ten-year schedule as set forth in the rehabilitation schedule.  Maintenance costs shall be stated in year-by-year amounts.  Tank rehabilitation costs shall be spread evenly over the ten-year period and quoted separately from the maintenance amounts.   The purpose of this RFP is to allow Storey County to budget fixed amounts year over year for tank maintenance and rehabilitation.

There will be a planned site walk for each of the five tank locations. The Job Walk will be held on September 9, 2025 @ 9:00am. Plan to meet at the Storey County Public Works office at 100 Toll Road
Virginia City, NV 89440. A four-wheel drive vehicle may be required to reach some site locations. RFI Deadline is Tuesday September 16, 2025

This effort should result in:

Establishment of a perpetual contract, renewable yearly for a ten-year period, subject to approval by the Board of County Commissioners, for the maintenance and rehabilitation of five existing water storage tanks in and around Virginia City NV.  The scope of work includes regular, yearly maintenance (as identified in the Maintenance Scope of Work) of all five tanks (as identified in the Tank Inventory) as well as rehabilitation of the tanks (as specified in the Work Schedule).

  1. Predictable and knowable costs year over year for budgeting purposes.
  2. Tanks being kept in a state of compliance with GASB 34 such that no depreciation is taken on the tanks.
  3. Tanks are kept in a condition that provides safe and reliable water supply to the Virginia City Water System users.

Proposals will be received by Storey County Public Works at 26 South B Street, Virginia City NV on September 22, 2025, at 2:00PM PDT.  Proposals arriving after the prescribed time and date will not be accepted.  Proposals will be opened and read publicly. County staff will review and evaluate the submitted materials.
