Synopsis of Intent to Sole Source - Operational Research and Strategic Analysis Services for the Air National Guard

Under the authority of FAR 13.106-1(b)(1), the National Guard Bureau Contracting Division, Arlington, VA, intends to award a Firm Fixed Price Purchase Order to Teracore, Inc. of Herndon, VA to provide to the National Guard Bureau, and the Air National Guard (ANG) Recruiting & Retention Division (NGB/A1Y) required support for the Air Force Recruiting Information Support System – Total Force (AFRISS-TF) operational research functions and decision support. Primarily in support of the ANG efforts in the planning, coordination, integration, and mission execution of AFRISS-TF and support functions, using a wide range of business analytics methods and types, for all ANG recruiting and retention program services with efforts to effectively and efficiently accomplish ANG R&R mission objectives and work towards ANG end strength and accession goals. A competitive acquisition is currently solicitated on GSA e-Buy and expected to close on 20 March 2025. Services are set to expire on 31 March 2025 and cannot experience a break in service. As such, the FFP order will extend services from 31 March 2025 to 29 May 2025 with month to month option periods ending on 29 June 2025 dependent on the length of reacquisition.

The Operations and Strategic Services Support requirement is in the Request for Proposal final stages pending award during this extension period. The incumbent contractor, Teracore, Inc, is performing successfully, employees possess government furnished property and have been cleared through the CAC security search for proper identification. Due to the short lead time before expiration of the current contract we have determined that direct award to the incumbent would eliminate the need for a phase-in period and prevent mission failure. To expect that any contractor would participation in a 60-day extension would be unfair to expect fluency in the performance demands of the AFRISS-TF production, development, training and test systems.
