INVITATION TO BID – POAGES MILL WATERLINE EXTENSION
The Western Virginia Water Authority (Authority) will receive sealed Bids for the construction of the POAGES MILL WATERLINE EXTENSION at the Authority’s Engineering Services Office, Coulter Building Third Floor, Suite 300, 601 South Jefferson Street, Roanoke, Virginia, 24011, until 2:00 p.m. localtime on Wednesday, April 16, 2025, at which time the Bids received will be publicly opened and read aloud at the above address and via virtual Webex meeting and in person shortly after receiving Bids.
Minority Owned Businesses (MBEs) and Women Owned Businesses (WBEs) are encouraged to respond.
The Project consists of construction of approximately 13,800 LF of 12" waterline, 620 LF of 16" waterline by horizontal direction drilling, connection to existing system, and associated appurtenances. Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders.

A non-mandatory virtual pre-bid conference will be held on Thursday, April 3, 2025 at 2:00 p.m. via a Webex meeting. Prospective Bidders are encouraged to test the provided link to the Webex meeting well in advance of the pre-construction conference to confirm access and compatibility.

Bidders are referred to the Code of Virginia § 54.1-1100 et seq. for contractor requirements. Bidders shall provide evidence of authorization to transact business in the Commonwealth of Virginia by providing the identification number issued to Bidder by the State Corporation Commission in accordance with the Code of Virginia § 2.2-4311.2, Title 13.1, Title 50, or as otherwise required by law. The Authority does not discriminate against a bidder or offeror because of race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability, status as a service disabled veteran, or any other basis prohibited by state law relating to discrimination in employment. The Authority does not discriminate against faith- based organizations in accordance with the Code of Virginia § 2.2-4343.1. A Bid may be withdrawn in accordance with the Code of Virginia § 2.2-4330 by giving notice in writing of Bidder’s claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice.
