Under Selection Criteria #1 (specialized experience) it says, Â Specific emphasis of experience and technical competence shall be geared towards fire protection, seismic design/retrofit, physical security resilience and design, healthcare design/planning, building automatic system design, and mechanical/electrical design. Additionally, under Selection Criteria #3 (professional qualifications) it states Key personnel to provide qualifications to meet this criterion include Principal(s), Project Manager(s), key consultants, individuals responsible for implementation of the Design QA/QC Plan, Licensed Asbestos Inspector, Physical Security Specialist, Life Safety Specialist, and other individuals that are responsible or accountable for design submissions and regulatory compliance. Â v) Physical Security Subject Matter Experts shall meet the requirements of Section 10.1.5 of the Physical Security & Resiliency Design Manual.
It is not clear to us what disciplines should be submitted as Section E key personnel. Based on the scope of work, it appears that some of the listed roles referenced above are not critical to the project. It seems like project manager, mechanical engineer, and electrical engineer would be appropriate key personnel. Please confirm what key roles will be included in your evaluation. To satisfy the scope, A QA/QC Plan is required, a licensed asbestos inspection is required, a physical security specialist is required, and a life safety specialist is required. The scope and location will also require a building automatic system design, seismic design/retrofit design, and fire protection evaluation/design. A project manager, mechanical engineer, and electrical engineer are critical roles; however, the other roles are critical for a comprehensive design that meets the VA TIL Requirements.
Is it acceptable to have one individual cover multiple roles/key positions? Yes.
