After review of responses to the posted Notice of Intent, the Government has decided not to proceed with the ceiling increase on the Chinook contract at this time.

NOTICE OF INTENT TO SOLE SOURCE CHINOOK CEILING INCREASE
The National Geospatial-Intelligence Agency (NGA) is providing this special notice of intent to award a contract modification to Leidos, Inc., 1750 Presidents Street, Reston, VA 20190, to increase the Chinook single-award IDIQ Contract maximum ceiling. In accordance with FAR 6.302-1, NGA believes Leidos, Inc. is the only responsible source, and no other type of service will satisfy agency requirements. The contract stated maximum ceiling was established based on current estimates (at time of award) and is subject to change.
Pursuant to FAR 6.302-1(a)(2)(iii), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agency’s requirements.
Chinook will continue to provide software development, systems engineering, integration, operations and sustainment services needed for end-to-end operations and life cycle management of existing and emerging analytic systems that directly or indirectly support the execution of the Analysis mission at NGA. The Chinook contract scope encompasses all operational analytic systems and applications and is the primary sustainment services provider within the NGA Analysis Integrated Program Office (NGA/IPA). The success of the Chinook contract is its ability to rapidly transition known and anticipated emerging analytic capabilities onto contract, then sustain them. The Chinook IDIQ Contract ordering period remains a 5-year ordering period ending on 9 April 2029.
This notice is in accordance with FAR Subpart 5.2 and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
