Project Description: NOTICE IS HEREBY GIVEN that sealed Bids for the installation of a new HDPE force main crossing and underneath Lehigh River via horizontal directional drilling (HDD) for the Easton Area Joint Sewer Authority's Second Street Pumping Station will be received by the:

until 10:00 AM prevailing time on October 30, 2024. The Bids will be received for the following Contracts:
CONTRACT NO. TP-16: SECOND STREET PUMPING STATION FORCE MAIN INSTALLATION BY HORIZONTAL DIRECTIONAL DRILLING.
Contracts No. TP-16 consists of the installation of a new HDPE force main crossing and underneath Lehigh River via horizontal directional drilling (HDD) for the Second Street Pump Station. In addition, two (2) Dry Pit Submersible Pumps will be installed in the pumping station.
All bids must be submitted online via the PennBid Program and all documents and solicitation details are available at no cost at https://pennbid.bonfirehub.com/portal/?tab=login. Documents will be available on or after September 17, 2024 and a pre-bid meeting will be held on September 26, 2024 at 10:00 AM at the Second Street Pumping Station, located at 222 Larry Holmes Drive. To arrange an additional site visit, prospective Bidders may contact Jeff Morgan, P.E., Authority Engineer, via email @ JJMSCENGRS@AOL.COM. The last day for questions regarding the project or to make a site visit is October 23, 2024.
Immediately following the expiration of the deadline for the submission of bids, submitted bids will be opened via the PennBid Program. The results of the bidding will be publicly available through the PENNBID Program. The Authority Board will first consider the award of a contract, and may award a contract, at its regular meeting scheduled for November 18, 2024, at 5:00 PM, at the above address.
Either a Certified Check or a Bid Bond drawn to the order of the Easton Area Joint Sewer Authority in the amount equal to ten percent (10%) of the amount of the bid must be submitted with the proposal as bid security. A bid bond must have a surety listed on the U.S. Treasury’s Circular 570 and authorized to perform services in the Commonwealth of Pennsylvania.
The Easton Area Joint Sewer Authority hereby reserves the right, which is understood and agreed to by all bidders, to reject any or all bids, and also reserves the right to waive any omissions, errors, defects, irregularities or informalities in any bid.
The Pennsylvania Prevailing Wage Act applies to the Project. The successful Bidder shall be required to comply with the Act, and pay wages in accordance with the PA Department of Labor and Industry Prevailing Wage Determination. The Pennsylvania Public Works Employment Verification Act 141 of 2022 also applies to this project.
In accordance with the Pennsylvania Public Works Employment Verification Act 141 of 2022, all contractors and subcontractors, as a precondition to receiving a contract on Public Works Projects (defined under the Prevailing Wage Act), are to fully comply with the Act through utilization of the Federal E-Verify Program (EVP) operated by the United States Department of Homeland Security.
A fully executed copy of a PUBLIC WORKS EMPLOYMENT VERIFICATION FORM shall be submitted to the Engineer with the bid submission documents. With each pay request, the Contractor shall submit a statement that states they have fully complied with Act 141 with regard to any new employees.
The successful bidder is required to provide performance, payment and maintenance bonds, and insurance, as provided in the project bid specifications.
NONDISCRIMINATION IN EMPLOYMENT: Bidders on this work will be required to comply with the Pennsylvania Human Relations Act No. 222. The requirements for Bidders and Contractors under these enactments are explained in the Specifications.
Except as otherwise provided by law, no Bidder may withdraw his bid within sixty (60) consecutive calendar days after the actual date of opening thereof, or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency, the sale of bonds or the award of a grant or grants.
