Main Tanks Transmission Main Phase 2B

The City of Kingman, Arizona ("City") is soliciting competitive Statements of Qualifications (SOQs or RFQs) from qualified firms for complete construction services as the Construction Manager at Risk (CMAR) for the Main Tanks Transmission Phase 2B . Responses are due by 4:00 pm , Arizona time, on Thursday, April 10, 2025 . The City may reject any Response not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any response when cancellation is in the best interest of the City.

Qualified firms must have the ability to Develop and maintain the project cost model and project schedule during both design and construction phases and lead project team in ensuring compliance with critical deadlines, milestone and budgetary targets. Actively participate in project coordination meetings, design reviews and partnering sessions. Apply the CMAR’s best expertise, knowledge and skills to identify and recommend alternatives to advance the project’s interests. Advise the City of ways to gain efficiencies in project delivery and reduce overall project delivery time frame. Provide a truly collaborative process, which leverages all parties’ expertise and strengths. Actively contribute to the advancement and development of the project. Prepare and submit a Guaranteed Maximum Price (GMP) proposal that complies with the project cost model and project budget. Bear complete risk for any costs in excess of the GMP. Comply with the City’s contracts for CMAR design phase and construction phase services without modification .

Respondents wishing to submit questions regarding this RFQ must do so by 4:00 pm , Arizona time, on Friday, March 28, 2025 . Questions must be submitted through the procurement portal.

Background

The Main Tanks Transmission Main project will provide a dedicated transmission main to the Main Tanks Farm located on Anson Smith Road. This is the last phase of this project that will connect the Main Tanks to reduce maintenance by separating transmission from the distribution system. The improvements include construction of approximately 6,000 feet of 24” ductile iron water main with an additional 120 feet of 16” ductile iron water main beginning at the Main Tanks Farm on Anson Smith Road and ending at the intersection of Wilshire Avenue and Fairfax Street, where the new 24” main will be connected to the existing 24” main in Fairfax Street. See Exhibit A.

The project will consist of installing the new 16” and 24” ductile iron main and all related facilities. Additionally, the interceptor will pass through a residential area and the City will be looking for a CMAR that can work with the local residents during construction to minimize access disruptions and complaints.

The City has entered into a professional services contract with Sunrise Engineering to design the improvements. The CMAR shall work closely with and be an integral part of this project team during the design and construction phases of the project.
