Subject: Pilot Program Award for Greenwater Services



Description:



The U.S. Internation Boundary and Water Commission intends to award a pilot program contract to Greenwater Services for the implementation of their patented marine mobile nanobubble/ozone technology. This decision is based on the urgent need to assess the effectiveness of this technology in addressing the public health threat posed by airborne contaminants in the Tijuana River flows. Given the unique capabilities of Greenwater Services' technology and the immediate need for a solution, it is in the public interest to proceed with this pilot program to validate the technology's performance.



Justification:



“Studies in late May 2025 confirmed that South Bay residents may be breathing chemicals emanating from the Tijuana River. Ie, https://www.sdsu.edu/news/2025/06/sdsu-at-the-front-lines-of-south-bay-air-pollution-crisis. Given this information suggesting that sulfides and other contaminants in Tijuana River flows are currently impacting public health, it is of the utmost urgency to initiate projects that may mitigate this public health threat. Failure to take immediate action would extend the time period that California citizens are exposed to these airborne contaminants.



This sole source award is for a technology that is: (1) innovative in its approach to treatment – nano bubble technology is an innovative approach to the use of ozone, the technology is proprietary and not in use by any other company. The technology does not produce any byproduct that could harm the environment or aquatic species; (2) ready-to-deploy; (3) requires minimal changes to infrastructure to deploy; (4) produces instant results; (5) it is safe for the environment and can remove contaminants from water without causing harm to downstream aquatic or vegetation resources and the vendor already has the studies to confirm this; (6) nanobubble technology for ozone is an advancement of a highly utilized and accepted technology in wastewater treatment.



Should this technology be effective, it will have a significant and immediate impact on providing relief to Americans that are exposed to dangerous levels of H2S, noxious fumes and dangerous levels of fecal coliform. Without testing and implementing this potential solution immediately we delay relief from the immediate harms that Americans are experiencing. Americans have been exposed to these dangerous conditions for far too long without those who are charged to protect them acting to protect them immediately. Failure to take immediate action may lead to regulatory action may lead to continuation of airborne contaminants impacting Americans, including in areas where DHS and CBP currently operate, contamination of ocean areas where Department of Defense training occurs, and may lead to regulatory action by state regulatory boards against the USIBWC.

To ensure transparency and accountability, this notice is being published to inform potential suppliers and the public of our intent to award this pilot program contract. Any vendors who believe they can provide a similar or better solution are encouraged to express their interest or objections within 15 days of this notice.
