Sealed Bids for Jones Point Park Improvements (Rebid), Bid No. 2027-5P, will be received at the City of

Holyoke Office of Procurement, City Hall, 536 Dwight Street, Room 3, Holyoke, Massachusetts 01040,

Attention: Jaime Morrow, Chief Procurement Officer, until 2:00 PM prevailing time on August 6, 2026, at

which time the Bids will be publicly opened and read aloud. Each Bid shall be submitted in a sealed envelope

addressed to the City of Holyoke Office of Procurement, City Hall, 536 Dwight Street, Room 15, Holyoke,

Massachusetts 01040, Attention: Jaime Morrow, Chief Procurement Officer. The outside of the envelope shall

be plainly marked with the Bidder’s name and address, Jones Point Park Improvements (Rebid), and Bid

No. 2027-5P.

The Work under this Contract includes include park improvements including installation of a walking path,

basketball court resurfacing, parking improvements, and other incidental construction related to the project.

Bidding procedures and award of the Contract shall be in accordance with M.G.L. c. 30, §39M and all other

applicable provisions of Massachusetts law.

This project may be funded in whole or part with federal funds.

Attention is called to the minimum wage rates required to be paid for all labor performed under this

Contract. Wage rates are established in the applicable schedule issued by the Massachusetts Department of

Labor Standards in accordance with M.G.L. c. 149, §§26 through 27H, and in the applicable wage

determination issued by the United States Department of Labor in accordance with the Davis-Bacon and

Related Acts. The applicable Massachusetts and federal wage schedules are included in the Contract

Documents. The Contractor and all Subcontractors shall comply with both the Massachusetts and federal

wage requirements and shall pay each worker not less than the higher applicable wage and fringe-benefit

requirement for the classification of Work actually performed.

In determining the higher applicable requirement, the Contractor shall compare the total required wage and

fringe-benefit compensation for the applicable labor classification under each wage schedule and shall not

compare only the stated hourly base wage.

Before Bid opening, each Bidder is responsible for reviewing both wage schedules and requesting

clarification regarding any labor classification reasonably anticipated for the Work that is not listed or

is unclear. Requests for clarification shall be submitted before the deadline for Bid questions stated in

this Invitation to Bid.

Materials, equipment, and supplies incorporated into the Project are exempt from Massachusetts sales

tax to the extent provided by M.G.L. c. 64H, §6(f). Submit one original Bid package. The Bid package shall include the completed and signed Bid Form, the

required bid deposit, and all certifications, affidavits, and other forms expressly required by the Contract

Documents to be submitted with the Bid.

Every Bid shall be accompanied by a bid deposit in the amount of five percent (5%) of the Bid. The bid

deposit shall be in the form of a bid bond, cash, certified check, treasurer’s check, or cashier’s check issued

by a responsible bank or trust company and payable to the City of Holyoke.

Beginning at 10:00 AM on July 22, 2026, the Contract Documents will be available from the City of

Holyoke in electronic format only. Requests for the Contract Documents shall be submitted to Jaime

Morrow, Chief Procurement Officer, at morrowj@holyoke.org between 8:30 AM and 4:30 PM. Each

request shall include the firm’s name and address, contact person’s name and title, email address, and

telephone number.

All questions and requests for interpretation shall be submitted in writing by email to

morrowj@holyoke.org no later than 2:00 PM on July 29, 2026. Responses and clarifications, when

issued, will be provided by written Addendum to all persons of record as having received the Contract

Documents no later than July 31, 2026. MASSDOT PREQUALIFICATION REQUIRED: MassDOT prequalification of contractors in the class of

work “RECREATIONAL FACILITIES” is required for this Project. The total estimated Project value,

including all Bid items, Alternates, allowances, and extension options, is $396,900.00. Only contractors

appearing on MassDOT’s official eligible prequalified bidders list for the assigned class of work and total

Project value may submit a Bid.
