This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror's ability to respond to any future synopsis/solicitation. The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice. This notice is a market survey being conducted solely to determine whether there are adequate Small Business contractors for the following proposed procurement.



The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, has identified a need for Construction Services for a Project at the Joseph F. Weis, Jr. U.S. Courthouse (Weis Courthouse) located at 700 Grant St., in Pittsburgh, PA.



Description of Intended Contract



The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, is seeking information on technically capable, and otherwise responsible, interested small businesses, including HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), or Women Owned Small Business (WOSB) that would be interested in submitting offers for this anticipated solicitation for Construction Services for Weis Loading Dock Rehabilitation Project - Phase 4 at the Joseph F. Weis Jr. U.S. Courthouse in Pittsburgh, PA.



This is a notice for sources sought only. This is not a request for proposal or a pre-solicitation communication. This is a market research effort. There is no solicitation, specifications, or drawings available for this announcement. The Government shall use the results of this market research effort to augment its decision-making process with regards to the extent it will be competed.



It is the policy of the Government to maximize practicable opportunities in its acquisitions to small businesses. For reference, general descriptions of each small business concern type can be found in Federal Acquisition Regulation (FAR) clause 52.219-8, Utilization of Small Business Concerns.



General Description of Services:



The loading dock at the Joseph F. Weis Jr. The U.S. Courthouse is a high traffic area and is instrumental to the courthouse since most deliveries come in at this location. Due to deteriorating conditions, the loading dock is undergoing extensive repairs. Phases 1 and 2 of the Weis Loading Dock Rehabilitation project have been completed and Phase 3 is in progress.



This project is for Phase 4, which is a continuation of repairs at the rear loading dock located at the Joseph F. Weis Jr. U.S. Courthouse in Pittsburgh, PA. Phase 4 of this project will involve the complete replacement of trench drains, surrounding concrete, deteriorated steel support members, lead based paint remediation, and concrete fascia repairs. The base scope includes work between column lines 1-8 on the east (roadway) and west (building) sides. It is anticipated that the project may be split into three separate phases. Loading Dock East side, Loading Dock West side, and entrance ramp repairs. This project will also entail various concrete spall repairs at the 7th Avenue entrance ramp and infrastructure and electrical pathways for future Electric Vehicle Charging Stations/EV Supply Equipment (EVCS/EVSE) fleet.



The Inflation Reduction Act of 2022



The Inflation Reduction Act of 2022 (IRA), Pub. L. No. 117-169, enacted in August 2022, provided GSA with significant funding for the purchase of construction materials with substantially lower levels of embodied greenhouse gas emissions. The Offeror is to provide to the maximum extent practicable IRA-Eligible Materials with the lowest possible global warming potential (GWP) values. Low Embodied Carbon (LEC) materials anticipated to be used in the rehabilitation project include asphalt, concrete, and steel.



GSA has engaged an Architect Engineer (A/E) to design the project and provide Construction Administration (CA) Services. The design is at the concept stage and is scheduled to be complete in mid-2025.



The contractor will be required to have the ability to successfully coordinate all of the trade/subcontractor work and complete this project within all applicable government guidelines governing the work.

The current estimate for the construction work (at the concept phase) is approximately $10M. The procurement delivery method for the project is “Design, Bid, Build.” The NAICS code for the construction work is 236220 – “Commercial and Institutional Building Construction.”



Selection Procedures



The anticipated contract will be procured utilizing source selection procedures as described in FAR PART 15.3 to select the firms offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, the award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors where non-price factors are considered more important than price.



Response Information:



Interested contractors shall complete the attached "Sources Sought Response Form" no later than on or before December 23, 2024 at 3PM, Eastern Time. If the contractor is unable to complete this form through the google suite, they shall complete the attached form and return to the contracting officer no later than date specified by email at noel.willette@gov and the contract specialist at janet.coker@gsa.gov.



Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. All interested Small Business contractors are encouraged to submit responses.



Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response. After review of the information received, a solicitation may be published on www.Sam.Gov. A determination by the Government to proceed with the acquisition as a set-aside is within the sole discretion of the Contracting Officer.
