The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center, (GSFC) Wallops Flight Facility (WFF) intends to issue a contract follow-on to the Mid-Atlantic Regional Spaceport (MARS) IV contract number 80GSFC21C0017 pursuant to the statutory authority for other than full and open competition, 10 U.S.C 3204(a)(1), Only One Responsible Source.
This procurement will provide a follow-on contract with a period of performance of (5) years, from March 1, 2026, to February 28, 2031, and will keep the same Indefinite Delivery Indefinite Quantity (IDIQ) contract type as MARS IV, with the capability to issue Firm Fixed Price (FFP) and cost-no-fee (CNF) task orders.
This follow-on procurement is necessary to allow for the continuation of services to avoid disruptions. The main goal of the MARS V contract is to provide NASA, and other U.S. Government agencies with critical capabilities necessary for the launch and processing of orbital and suborbital space hardware and for supporting UnManned Systems (UMS) flights as well as ground and sea surface vehicles from the NASA Goddard Space Flight Center’s (GSFC) Wallops Flight Facility (WFF). This support also includes engineering studies, mission planning, launch site and payload processing, and other specialized services for WFF Research Range missions. It takes unique skills and abilities to support NASA missions and customers, while understanding the specialized assets and equipment deployed all over the world requiring specific training and certifications to operate.
Interested parties may submit their capabilities and qualifications to perform the effort electronically in writing to the identified point of contact no later than 3:00PM EST on May 21, 2025. The capability statement(s) should include, but not limited to, the company name, address, phone number, point of contract, and any relevant qualifications.
Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.
