Description

The United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) is seeking responses from industry to determine capability and interest in performing the Fiscal Year 2026 (FY26) for the Icebreaker Coast Guard Cutter (CGC) HEALY Dry-Dock Availability. The USCG is interested in determining both small business capability and interest and overall capability and interest. NAICS Code for this requirement: 336611 – Ship Building and Repairing FSC Code for this requirement: J999 – Non-Nuclear Ship Repair (West) Size Standard: 1,300 Employees.





This Availability is expected to be solicited on a coast-wide basis on both East and West Coasts and result in one (1) Requirements contract with Firm-Fixed Priced Task Orders covering an ordering period of 01DEC2025 to 07AUG2026. The first task order period of performance is anticipated to be from 06JAN2026 to 07MAY2026 and is anticipated to be awarded within a few days of Requirements contract award.





The anticipated Request for Proposal (RFP) release date for the CGC HEALY DD Availability is on or around June 2025. Planned availability and RFP dates are subject to change.





In addition, no cost or pricing data is required in the vendor’s response to this Sources Sought Notice. All responsible sources may submit a capability statement, which will be considered by the agency; see Attachment 1; HEALY DD FY26 Sources Sought Questionnaire. However, for informational purposes only, the USCG would like to notify interested vendors that the anticipated procurement’s solicitation and resulting contract’s total evaluated price will include foreseeable costs for DD locations beyond 50 miles from the HEALY’s homeport location, such as crew lodging/messing, travel, and operational costs associated with the ship’s movement to/from cutter’s homeport and the DD location.





Background Information:



The CGC HEALY is homeported in Seattle, WA at 1519 Alaskan Way S., Seattle, WA 98134. The CGC HEALY, the Coast Guard's largest vessel, is 420 feet long, 82 feet wide, drafts 31 feet (at full load), and weighs 16,660 long tons (at full load).





Note that it is excepted that during performance of the dockside there will be a significant amount of work that will be done on the Science Winch Control Systems, Cycloconverters, and the Main Diesel Engines by the Original Equipment Manufacturer (OEM), GE Power, Power Conversion, that may require laydown area on the pier, as well as regular coordination with the Coast Guard and the OEM to avoid overlap in work and other issues that may arise.
