NOTICE IS HEREBY GIVEN that sealed proposals are invited by the City of Stockton,
California, for PUR 27-004 Prop 47- REDIRECT Retreat Service Provider in strict
accordance with the specifications.

The City of Stockton, herein after referred to as the "City", is requesting proposals from
businesses or individuals, herein after referred to as "Proponent", to provide Prop 47-
REDIRECT Retreat Service Provider to the City. The City of Stockton's Office of
Violence Prevention (OVP) is soliciting competitive quotes from qualified service
providers to design and facilitate four (4) two-day in-depth leadership retreats for high-
risk youth ages 12-17 participating in the Prop 47 - REDIRECT Program, over a three-
year grant period.
Proposal specifications and forms can be obtained from the City of Stockton's website
at: www.stocktonca.gov/adminbid. Proposals must be marked "PUR 27-004
PROPOSAL SEPTEMBER 10, 2026" and emailed to city.clerk@stocktonca.gov or
delivered (mail or in person) on a USB flash drive to the Office of the City Clerk, City
Hall, 501 W Weber Ave, Building 1, Floor 1, Stockton, CA 95203, up to but not later
than 2:00 pm (PST) on Thursday, September 10, 2026. Proponents will only be
identified as responding to the RFP; no proposals will be opened or read aloud. Each
Proponent must be licensed in accordance with applicable California State Law.
MODIFICATION AND WITHDRAWAL OF PROPOSALS
A Proposer may modify or withdraw its Proposal by written notice received by the City
prior to the Proposal submission deadline. After the Proposal submission deadline, a
Proposal may not be modified except as permitted by the City pursuant to the
solicitation; however, a Proposer may withdraw its Proposal by written notice at any
time prior to award. Withdrawal is effective upon receipt of written notice by the City's
designated Procurement representative
The City reserves the right to reject any/or all proposals received and re-advertise.

1.0 ISSUING BODY
This Request for Proposal ("RFP") is being issued by the City of Stockton, Office of
Violence Prevention for the Prop 47- REDIRECT Retreat Service Provider
2.0 BACKGROUND/SUMMARY
In June 2025, the City of Stockon's Office of Violence Prevention (OVP applied for
Proposition 47 funding through the Board of State and Community Corrections (BSCC).
On September 11, 2025, the City was awarded $8 Million for a 45-month grant term.
With these funds, OVP and it's county and community partners will launch the
Restorative Engagement and Diversion through Incarceration Reduction , Care &
Treatment (REDIRECT) Project. Focused on youth and adults ages 12-35 with
Proposition 47-eligible offenses, REDIRECT recognizes substance use and criminal
behavior as symptoms of deeper issues: unaddressed trauma, instability, and systemic
neglect. Led by Stockton's Office of Violence Prevention and Friends Outside, this
public health-centered, equity-driven initiative provides wraparound support, including
trauma-informed care, behavioral health treatment, peer mentorship, housing,
employment pathways, and restorative justice. REDIRECT meets people where they
are and walks with them toward healing and stability, serving 650 participants over 36
months to reduce recidivism, increase sobriety, and rebuild trust through opportunity,
resilience, and strong community ties. Services requested for this proposal will serve
Youth (12- 17) with mild to moderate needs under the Youth track in care of OVP and
will be coordinated during the three-year grant period from October 2025- June 30th,
2029.
3.0 SCOPE OF SERVICES
Provide an in-depth nature-based leadership summit/retreat to high-risk groups in
coordination with other lead stakeholders. Provide general guidance on topics such as
self-acceptance, happiness, self-regulation, boundary-setting, and trust-building skills.
Assist in developing and analyzing surveys to determine whether groups participating in
the summit/retreat benefit from the training provided. Provide prompt, effective
responses to OVP staff requests for information or analysis. Help secure meeting
spaces, facilities, and accommodation, as needed, when training is not on City property
or online.
Meet Insurance requirements and maintain for the duration of the contract. - this will be
your Proposed Scope of Services
3.1 Deliverables
1. Provide leadership nature summits/retreats, up to four times, for high-risk groups
between the ages of 12 to 17. The program should encompass the following topics/

2. Deliver immersive, trauma-informed, outdoor experiential learning that promotes
leadership development, emotional resilience, team building, and personal growth.
3. Services shall include curriculum design, facilitation, safety planning, staffing,
materials, and post-retreat documentation.
4. Provide culturally responsive, developmentally appropriate retreats that aligned with
the program's goals for youth empowerment and positive behavioral outcomes for
justice-involved youth and young adults participating in Prop 47 - REDIRECT Program
3.2 Acceptance/Completion Criteria
The Proponent shall coordinate the two-day summit and provide an outline of all
activities for the summit/retreat.
The Proponent shall complete a thorough post-session information assessment, gather
and document detailed insights after each session, and share the data with OVP.
Proponent shall maintain fiscal and project books, records, documents, and other
evidence pertinent to the work on the project in accordance with the generally accepted
accounting principles.
Proponent shall email an electronic copy of each deliverable to
Lora.Larson@stocktonca.gov. Contractor shall make hard copies of each deliverable

The dates indicated within this RFP are the anticipated milestones for this project. All

5.0 SUBMITTAL REQUIREMENTS
5.1 PROPOSAL GUIDELINES, CONTENT, AND FORMAT
The City of Stockton uses a qualifications-based selection process in obtaining these
services. In order for the City to properly evaluate the Proponents' qualifications to
perform this work, the proposals shall include, as a minimum, the following information:
A. Evidence of the Proponent's ability to be responsive to this project in regard to
timeliness and expertise, including the availability of staff proposed to be assigned.
B. The Proponents are encouraged to expand on the Scope of Work to demonstrate
their expertise. Evaluation of the proposals will be based on qualifications, the
experience of staff proposed to be assigned to the project, references, and the
thoroughness of the Proponent's response to the Scope of Services.
C. Such additional information that the Proponent may feel would be pertinent to
assist the City of Stockton in making its final decision.
D. Please submit an electronic version of the proposal and cost proposal to
city.clerk@stocktonca.gov, or it can be hand-delivered or mailed (USB flash drive

H. The original proposal shall be signed. Modification to a proposal after the
proposal submittal deadline will not be accepted by the City.
6.0 SELECTION CRITERIA & EVALUATION
The City is interested in selecting a qualified proposer(s) capable of providing the scope
of work described in this solicitation and the resulting awarded contract. A key component
of a successful proponent will be the ability to meet the City's performance goals while
minimizing costs.
The Evaluation Panel will consist of the City of Stockton staff. Following review of the
proposals, the Panel may invite one or more Proponents to make an oral presentation.
During these presentations, the Proponent may present such information as appropriate,
so that the Panel can effectively and objectively analyze all materials and documentation
submitted with the proposals.
Each proponent must be represented by an individual who will serve as the prime contact
to the City and to any other individuals the firm may select. The highest-rated proposal(s)
will then be further reviewed through financial analysis and reference checks.
Proposals shall be evaluated according to demonstrated understanding of required tasks,
technical approach to specified operations, qualifications of staff, the company's
experience, demonstrated knowledge of best practices for the identified scope, financial
business strength, and fee schedule proposal. Proper format and demonstrated
experience will merit consideration.
To that end, each proposal will be evaluated based on, but not limited to, the following
criteria, listed in relative order of importance:

Proponents may elect to submit proposals that include multiple organizations
(subcontractors). If it includes multiple subcontractors, background information for each
subcontractor must be provided, along with a clear description of their scope(s) of work.
COVER LETTER:
Submit a letter on your company letterhead that addresses the proposal and its format.
The letter should be signed by an officer of the business authorized to bind the business
to all comments made in the proposal, and shall include the name, address, phone
number, and e-mail address of the person(s) who will be authorized to represent your
business.
In no more than three (3) pages, the Cover Letter and Executive Summary shall include:
1. The names of the key members of the Proponent team.
2. The mailing address, telephone number, and the name of the main point of
contact for the Proponent team.
3. A summary of the company's experience and qualifications, as it relates to
the Scope of Service of this solicitation and the significant advantages to
selecting the Proponent.
4. An acknowledgement of receiving any addendum(s) to the solicitation
document.
5. Indicate that the proposal and all its contents, including the fee proposal, are
valid for a period of 120 days.
6.1 QUALIFICATIONS AND EXPERIENCE
1. Describe how your company is organized, noting major divisions and any
parent/holding companies, as well as a brief history of the company and all
personnel potentially to be involved in the project, including all sub-
consultants. Designate the Principal in Charge and other key personnel.
Include resumes. Also, provide a description of your company's experience
with similar processes.
2. Provide a list of references with the current contact person, e-mail address,
and phone number who may be contacted regarding company performance.
Use Attachment D for references.
The review team will conduct a background reference review of each
respondent. Please include the following information for three (3) projects that
the proposed consultant team worked on together:
