before 1:00 P.M. on May 14, 2025. Bidder must provide acknowledgement of addenda, if issued. The proposal shall be properly identified as the Proposal with the project title and the name and address of the bidder and delivered at or before the day and time to the place provided in the Notice and Instruction to Bidders. It is the sole responsibility of the bidder to see that its proposal is delivered prior to the time for opening bids, along with the appropriate bid security identified as Bid Security, if required. Any proposal received after the scheduled time for the receiving of proposals will not be considered. Bidder shall include verification of license to remove asbestos meeting the requirements of Iowa Code, Chapter 88B.
Time and Place Proposals Will be Considered: Proposals will be bid tabulated at 1:00 P.M. on May 14, 2025 in the office of the City of Le Mars located at 40 Central Avenue SE, Le Mars, Iowa 51031. The City of Le Mars reserves the right to reject any and all bids.
Time for Commencement and Completion of Work: Work on the abatement shall commence upon approval of the contract by the City of Le Mars and shall begin August 1, 2025. The contractor shall have the project completed on/or by August 29, 2025.
Bid Security: Each bidder shall accompany its bid with bid security, as defined in Section 26.8 of the Iowa Code in the amount equal to 5 percent of the total amount of the bid.
Pre-Bid Meeting: A MANDATORY pre-bid meeting and walkthrough is scheduled for at 11:00 A.M. on May 8, 2025. Bidders will be invited to ask questions and tour the facility. Bidders will be required to sign an attendance form at the meeting. Please meet in the parking lot.
Contract Documents: The Project Manual governing the asbestos abatement which have been made a part of this Notice and the proposed contract are on file with the City of Le Mars, 40 Central Avenue SE, Le Mars, Iowa 51031. Sales Tax Exemption Certificates: The bidder shall not include sales tax in the bid. The City of Le Mars will distribute tax exemption certificates and authorization letters to the Contractor and all subcontractors who are identified. The Contractor and subcontractor may make copies of the tax exemption certificates and provide a copy to each supplier providing construction materials. These tax exemption certificates and authorization letters are applicable only for this specific project under the Contract.
Project Description: The project includes removal and disposal of Asbestos Containing Materials (ACMs) from within the former Centennial Hall located at 1140 3’d Avenue SE, Le Mars, Iowa 51031. The building is slated for demolition. Specifications for asbestos removal includes both friable and nonfriable ACMs. All ACMs removed from the property must be disposed of at a permitted facility that accepts asbestos. All materials removed from the property shall be done in accordance with local, state, and federal regulations.
