Description
Overview
The Regional Procurement Support Office (RPSO) at the American Consulate General in Frankfurt, Germany, is seeking qualified companies to provide full-time Contract Specialists on a temporary basis. The personnel will be required to report to duty at the American Consulate General in Frankfurt and must possess a Public Trust Security Clearance. The RPSO intends to award one or more Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts with a performance period of one year and four optional years.
Scope of Work
The Contract Specialists will be responsible for performing pre-award through post-award functions for various types of simplified acquisitions. These acquisitions include, but are not limited to:

Household appliances

Medical-related articles and equipment (e.g., vaccines, pharmaceuticals, surgical and laboratory equipment)

Information technology (IT) equipment

Food services
-
Office supplies and equipment
-
Furniture
-
Automatic data processing (ADP) equipment

Building and construction materials
-
Automotive vehicles and parts
-
Power supply systems and parts
-
Sanitary equipment and water treatment supplies
-
Packing materials
-
Gardening tools and supplies
-
Gas and heating oil
-
Audio-visual products
-
Subscriptions and publications
-
Coffins and body bags
-
Other supplies as required
Responsibilities
The Contract Specialists will:
-
Independently apply performance-based standards to select contractors based on the best value to the US Government.
-
Verify that specifications and delivery requirements are clear and complete.
-
Conduct advance procurement planning and prepare necessary determinations.
-
Develop source selection criteria, including evaluating contractors' past performance.
-
Review and analyze written proposals and evaluate oral presentations.
-
Perform price analysis of quotes.
-
Conduct pre-award surveys to determine contractors' ability to perform.
-
Prepare procurement documentation for the Contracting Officer's approval.
-
Determine the suitability of using the Government Purchase Card for orders up to the Micro-Purchase threshold (FAR 2.101).
-
Administer orders with vendors until completion.
-
Perform post-award duties, including negotiating modifications and monitoring contractor performance.
-
Maintain liaison with the requesting office to resolve technical disputes and ensure successful procurement action completion.
Qualifications
Education:
-
University degree in business management, accounting, public administration, or law; or successful completion of an apprenticeship in these fields. (at least two years in duration) in one of the following fields: business management, acquisitions, accounting, public administration, or law).
Experience:
-
Minimum of five years of progressively responsible work in acquisition or supplies and services as a Contract Specialist or Contracting Officer.

Knowledge:
-
Knowledge of The Federal Acquisition Regulation (FAR), the Department of State Acquisition Regulation (DOSAR), other agency acquisition regulations, policies and procedures.
-
Knowledge of regional and U.S. general business practices and market conditions and knowledge of price analysis techniques sufficient to determine which historical data and precedents are available and applicable to evaluate standard commercial items.
Skills:
-
Intermediate level computer skills, including word processing, spreadsheets, and Internet tools.
-
Ability to apply mathematical principles and formulae to ensure accuracy in procurement actions.
-
Good interpersonal skills and the ability to work as part of a highly motivated professional team, displaying tact and discretion in dealings with customers and vendors.
Supervision received:
-
Contract specialist is supervised by the Branch Chief who assigns all work, sets priorities, and reviews all work products for approval/signature by the Contracting Officer. The Contract specialist works on own initiative to complete assignments with minimal supervision. Complex problems, which cannot be resolved independently, are analyzed, and referred with recommendations to the Branch Chief.
Travel:

US Government requirement offices are worldwide. This will require the Contract specialist to travel to worldwide locations when it is deemed necessary in support of the RPSO program.
