where such proposals will be publicly opened and read aloud. Proposals may be hand delivered or mailed to the above location and must be received at such time.

Scope of work: To include all necessary labor, material and equipment to renovate space on the first and second floor of the Campus Activities Building. The renovated spaces will provide teaching labs and support spaces for the Optometry OD program. The project is a single-phase renovation but will require phasing of the existing heating, ventilation, and air-conditioning (HVAC) system with two new air handling units to be installed on the roof. Other project scope includes upgrades to the networking infrastructure and installation of an audio-visual (AV) system for remote learning in the lecture classrooms.

All work on this Contract is to be completed within/by 270 calendar days after the date of the Notice to Proceed. Refer to Division 1 – General Requirements for bid alternates where the project completion schedule shall be reduced.

Section 143 of the State Finance Law requires payment of a deposit to receive these documents. Accordingly, a deposit check of $49.00 made payable to SUNY Upstate Medical University , is required. Deposits less than $50.00 are nonrefundable. Deposits will be waived for certified Minority and Women Owned and Service Disabled Veteran Owned Businesses.

A pre-bid conference and project walk-through will be held on 06/24/2025 at 1:00 PM with all contractors assembled at the Campus Activities Building, main entrance, 155 Elizabeth Blackwell Street, Syracuse, New York, 13210.

Bids must be submitted in duplicate in accordance with the instructions contained in the Information for Bidders. Security will be required for each bid in an amount not less than five (5) percent of the Total Bid.

It is the policy of the State of New York and the State University of New York to encourage minority business enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy.

The selected contractor must comply with M/WBE goals. State University of New York goals are: 22% MBE and 8% WBE participation of the total contract value. State University of New York also has a goal for the Work Force participation: EEO 10% WBE and EEO 10% MBE of total work force on the project.

The State University of New York reserves the right to reject any or all bids.
