Summary

Alachua County Facilities Management is responsible for maintaining the appearance, functionality, and longevity of County-owned facilities. Regular painting and exterior cleaning are essential to preserve structural integrity, enhance curb appeal, and ensure a safe and welcoming environment for employees and the public.

To achieve these objectives efficiently, the County seeks to establish a Job Order Contract (JOC) for Painting and Pressure Washing Services. This contracting method provides flexibility to address multiple small and mid-sized projects across various County facilities without the need for separate bids each time. The JOC approach enables quicker response times, consistent quality standards, and predictable pricing through pre-established labor and material rates.

Under this contract, qualified, licensed, and experienced contractors will perform on-call painting and pressure washing services for both interior and exterior surfaces. Work may include preparation, surface cleaning, minor repair, and the application of protective or decorative coatings to diverse substrates. Projects will range from office repainting to large-scale pressure washing of building exteriors, roofs, and concrete surfaces.

The County intends to award contracts to a pool of prequalified contractors capable of performing work under strict quality, safety, and cost-control standards. Job orders will be issued on an as-needed basis, and selected contractors must have the capability to mobilize quickly, self-perform most work, and complete projects with minimal disruption to County operations.

This JOC program ensures that Alachua County can maintain its facilities proactively, improve service delivery, and preserve assets in a cost-effective and timely manner.



Background

Location: Alachua County is located in North Central Florida. The County government seat is situated in Gainesville. Gainesville is located 70 miles southwest of Jacksonville, 129 miles southeast of Tallahassee, 140 miles northeast of Tampa - St. Petersburg and 109 miles northwest of Orlando. Alachua County has a population of over 250,000 and a regional airport. The County itself consists of a total area of 969 square miles.

Form of Government: Alachua County is governed by a Board of five (5) elected County Commissioners and operates under the established County Manager Charter form of government. In addition to the five County Commissioners, there are five elected Constitutional Officers: Supervisor of Elections, Sheriff, Clerk of the Court, Tax Collector, and the Property Appraiser. The Alachua County Attorney also reports to the Board.
