The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Department of Labor, on behalf of the Office of Human Resources (OHR), intends to negotiate and award a Sole Source, Firm Fixed Price (FFP) Contract in support of the Transit Subsidy Benefits Program in the Washington DC metropolitan area to Washington Metropolitan Area Transit Authority (WMATA), 600 5th Steet, NW, Washington, DC 20001, under the authority of FAR 6.302-1 which states, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
The DOL requires transit fare media for use by its employees on multiple public and private commuter service transportation systems in the Washington, DC metropolitan area. The transit fare media program consists of electronic fare media (smart benefits) which may be used to pay for transit fares necessary for employees to use on any of the local area commuter service providers to commute to work. The transit fare media shall be free from defects and fully operational upon receipt by DOL.
The vendor shall assure that the appropriate monthly transit benefit amount is available for each applicable employee SmarTrip card to download in a safe and timely manner. The vendor shall provide DOL OHR with a monthly report of the value-added and deducted to each employee’s smart benefits accounts for employees who use the SmarTrip card to receive transit media as part of the DOL national office transit benefit program.
The vendor shall provide for those DOL employees using the smart benefits system the initial registration and SmarTrip cards as requested by the national office transit subsidy coordinator. On a monthly basis, the vendor shall electronically increase individual smart trip cards by the dollar amounts provided by the DOL national office transit subsidy benefit coordinator or designee and at the end of the month, deduct any unused benefits and return them to the employer (DOL).
The Period of Performance will consist of one (1) 12-month base period and four (4) 12-month option periods, beginning 9/1/2025.
The North American Industry Classification System (NAICS) Code for this requirement is 485111 with the Size Standard of $29,000,000.00.
