The Iowa Department of Public Defense, on behalf of the Iowa National Guard (IANG), will be receiving
bids until 1:00 P.M. local time for the proposed S54 FINISH UPGRADES, CAMP DODGE, JOHNSTON,
IOWA. The general scope of work includes, but is not limited to:
Base Bid: Renovation of finishes, including interior repainting work and upgrades to
latrines, replacement of select exterior doors, and installation of new IAARNG-
compliant room identification and wayfinding signage, along with related work as
indicated in the drawings and specifications.
Bids received will be opened and read aloud at the time indicated. Late bids cannot be considered. Bids
must be uploaded on the State of Iowa IMPACS system. Visit https://bidopportunities.iowa.gov and select
the project with the contract number listed above. At the bottom of that page, select the 'Sign up here!' link
to register and receive emails about the project. Navigate back to the project page and select the IMPACS
link at the bottom of the page if you need to register to use that system. THIS IS THE ONLY ALLOWABLE
BID SUBMISSION PROCEDURE.

Bids shall be submitted on the enclosed Form of Bid as set forth in the Instructions to Bidders.
Any construction contractor performing work in Iowa (including out-of-state contractors) must comply with
Chapter 91C of Iowa Code
Bidders must comply with all affirmative action/equal employment opportunity provisions of the State of
Iowa and the Federal Government. The Iowa Department of Public Defense, Iowa Army National Guard,

This project is exempt from Iowa Sales Tax. Davis Bacon Wages will not apply to this project, however
the Build America Buy America Act will apply to this work.

Award of this contract is dependent on receiving requested Federal and/or State funding. If such funding
is not received within the sixty (60) day bid guarantee after the date of receiving bids, all rights and
obligations under this agreement are considered null and void.
A Pre-Bid Conference will be held at 10:00 A.M. local time, TUESDAY SEPTEMBER 15, 2026 in
Conference Room 106 of BUILDING B-61, Camp Dodge, 7105 NW 70th Avenue, Johnston, Iowa to review
the Plans and Project Manual and to answer questions on this project. A Teams meeting has been
