Roy City Parks and Recreation
- REQUEST FOR PROPOSAL –
Roy City Parks, Recreation, Facilities, and Trails Master Plan
Roy City is seeking proposals from qualified firms to provide services to the Parks and Recreation Department for the development of the Roy City Parks, Recreation, Facilities, and Trails Master Plan.
The purpose of this plan is to inventory and evaluate existing parks, recreation programs, facilities, and trail systems; assess current and future community needs; and provide short- and long-term strategic guidance for the planning, management, and delivery of recreational services and amenities. The Master Plan will result in a sustainable, implementable action framework to guide the maintenance, enhancement, and development of parks, facilities, programs, and trails.

Receipt of Proposals

Proposals will be accepted by Roy City by email or in person at the Roy City Parks and Recreation Department offices. The deadline for submitting proposals under this specification is Friday, March 20, 2026, at 12:00pm.

Background

Roy City is a municipal corporation located in Weber County, Utah along the Wasatch Front, just west of Interstate 15 and near the City of Ogden. Roy City encompasses approximately 7.8 square miles and serves an estimated population of 38,000 residents. Roy functions primarily as a bedroom community, with a land use pattern that includes established residential neighborhoods, small businesses, and commercial corridors. Population density and development patterns are influenced by the City’s proximity to Hill Air Force Base and access to regional transit through the Roy FrontRunner Station.

Roy City maintains a system of parks, recreation facilities, and trail corridors that support community livability and connectivity. Redevelopment, growth, changing demographics, and evolving recreation needs necessitate a comprehensive assessment and long-range planning effort. The City seeks professional planning services to develop a Parks, Recreation, Facilities, and Trails Master Plan to guide future policy, capital investment, and system development.

Project Objectives

The main objectives of this project will be:

  • Community Interest: Conduct a city-wide parks and recreation community interest survey/assessment.
  • Inventory and Conditions Evaluation: Identify and inventory all current parks and facilities and evaluate their conditions, usefulness, and lifespan.
  • Action Plan: Create an action plan and make recommendations based on data analysis.
  • Master Plan Formation: Develop a long-term, forward-looking plan that aligns with and supports the Roy City General Plan, the Roy City Strategic Plan, and the Roy City Transportation Plan.
  • Presentations/Meetings: Conduct regular project meetings and make formal presentations to stakeholders.
Scope of Work

The scope of work should satisfy the project objectives. The final Master Plan should include, but not limited to the following expected deliverables:

  • Community Interest
    • Conduct a city-wide, statistically valid community interest survey (aka: needs assessment) to identify community needs, wants, and concerns regarding the recreation and park programs, facilities, and amenities
  • Inventory and Conditions Evaluation
    • Compile an inventory and assessment of the existing parks, trails, open space, and facilities, including all amenities
    • Determine level of service based on current conditions and make recommendations for level of service enhancements based on local and national standards
    • Identify the strengths, challenges and opportunities of parks, facilities, and programming spaces
    • Propose site plans to address deficiencies and incorporate improvements to efficiency, safety, adaptability, accessibility, aesthetics, and maintenance
  • Action Plan
    • Create a five-year to ten-year action plan based on data analysis
    • Develop a set of prioritized recommendations for maintenance and renovation of parks, trails, and facilities
    • Prioritize improvement and re-development projects and set benchmarks for achievements
    • Include strategies, priorities and an analysis of budget support and funding mechanisms
    • Maximize financial resources for implementation and estimate associated costs for improvements
    • Identify undeveloped or potential park space and needed amenities relative to identified level of service standards
  • Master Plan Formation
    • Prepare and publish a user-friendly document to include maps, charts, photos, and tables to convey the information
    • Plan to be delivered digitally and in print
  • Presentations
    • Make formal presentations as needed
    • Conduct public scoping meetings, focus groups meetings, and/or public hearings as needed
    • Conduct regular meetings with the firm’s and the city’s project management team
Compensation for Services (Fee)
A budget of $35,000-$40,000 has been established for this project.
Proposal Requirements

Submitted proposals must include:

  • Company profile and contact information
    • Company history and scope of services
    • Statement of qualification for parks and recreation master plan development and a minimum of three (3) related project references
  • Approach and Methodology
    • Provide detailed description of firms proposed methodology and approach to completing project objects and scope of work specifications
  • Price proposal for the work with details and specifications
  • Proposed timeline for the work (preference given for project kick-off early spring 2026)

Evaluation Criteria

The City will review all submissions and will select the firm, which in the City’s determination, is the most qualified to complete the work. Even though cost will not be the determining factor, it will be considered in the selection.

General Provisions

  1. No Representation or Warranty. It is the responsibility of each respondent to carefully examine this RFP and evaluate all of the instructions, circumstances, and conditions which may affect any proposal. Failure to examine and review the RFP and other relevant documents or information will not relieve respondent from complying fully with the requirements of this RFP. Respondent’s use of the information contained in this RFP is at the respondent’s own risk and no representation or warranty is made by the City regarding the materials in the RFP.
  2. Cost of Developing Proposals. All costs related to the preparation of the proposals and any related activities are the sole responsibility of the respondent. The City assumes no liability for any costs incurred by respondents throughout the entire selection process.
  3. Equal Opportunity. The City is committed to ensuring equitable and uniform treatment of all respondents throughout the advertisement, review, and selection process. The procedures established herein designated give all parties reasonable access to the same fundamental information.
  4. Proposal Ownership. All proposals, including attachments, supplementary materials, addenda, etc., will be retained as property of the City and will not be returned to the respondent.
  5. Modification of RFP. The City reserves all right to cancel or modify the terms of this RFP and/or the project at any time and for any reason preceding the execution of a contract. The City will provide written notice to respondents of any cancellation and/or modification.
  6. Financial Responsibility. No proposal will be accepted from, or contract awarded to, any person, firm, or corporation that is in arrears to the City, upon debt or contract, or that is a defaulter, as surety or otherwise, upon any obligation to the City, or that may be deemed irresponsible or unreliable to the City. Respondents may be required to submit satisfactory evidence demonstrating the necessary financial resources to perform and complete the work outlined in this RFP.
  7. Owners’ Rights Reserved. The City reserves the right to reject any or all proposals, to waive any informalities in a proposal, to request clarification or additional information, and to make awards in the best interest of the City. Award of contract will be at the City’s discretion based on their evaluation of the proposal best determined to suit the city’s needs.
  8. Disclosure of Proposal Content. All responses, inquires, and correspondence relating to this RFP and all reports, charts, displays, schedules, exhibits, and other documentation produced by the off error that is submitted to the City, as part of the proposal or otherwise, shall become the property of the City when received by the City and may be considered public information under applicable law. The Government Records Access and Management Act, (“GRAMA”) states that certain information in the submitted proposal contained in its proposal protected from such disclosure, the respondent may request such treatment by providing a “written claim of business confidentiality and a concise statement of reasons supporting business confidentiality” with the proposal. Blanket claims that the entire RFP is confidential will be denied. The City cannot guarantee that any information will be held confidential.
