Notice to Contractors
Sealed bids for Public Street Improvements for MAIN STREET STREETSCAPES - 8TH ST TO 15TH ST
will be received by the City of Joplin, Missouri at their City Hall, 602 S Main, Joplin, MO 64802 until 2:00
PM Local Time on the 19th day of May, 2026, at which time they will be publicly opened and read.
Project generally consists of milling and overlaying main street from 8th street to 15th street, new curb and
gutter, sidewalks, street lighting, new traffic signal at 9th street and 10th street, stamped concrete, brick
pavers, concrete intersection and other appurtenances required for a complete project.
The envelopes containing bids shall be marked as follows:

Copies of the plans and specifications are on file and may be examined at the City’s website. All questions
concerning the bid document preparation can be directed to the Engineer, Olsson, Inc. – Jonathan Peitz,
PE at jpeitz@olsson.com. Bids must be in the hands of the City of Joplin Director of Public Works before
2:00 PM. prevailing local time on May 19, 2026, at which time all bids will be opened by the Director of
Public Works at the Joplin City Hall, 602 S. Main Street, Joplin MO 64801 in the 4th Floor Engineering
Conference Room.
This project is being supported with Community Project Funding (CPF) grant funds which will be
administered through the Department of Housing and Urban Development (HUD). Therefore, certain
restrictions and other Federal requirements attach to this opportunity.
A MANDATORY Pre-bid Meeting will be held at 2:00 PM, May 5th, 2026 Joplin City Hall, 5th Floor Study. All
bidders are required to attend the Pre-Bid Meeting and sign the attendance sheet at the meeting. Bids
received from bidders who have not attended the Pre-Bid Meeting and signed the attendance sheet at the
meeting will be considered nonresponsive.
All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing
hourly rate of wages of work of a similar character in this locality as established by the Missouri Department
of Labor State Wage Rates, or the Federal Davis-Bacon Wage Rates, whichever is higher.
The successful bidder will be required to sign an agreement that they are enrolled and participating in
a Federal Work Authorization Program (“FWAP”) that ensures that all of its employees or agents or
subcontractors have the legal right to work in the United States, as defined in 8 U.S.C. 1324a(h)(3) and
RSMo § 285.525-285.555, and that it will maintain this compliance for the entire duration of its contract
with the City of Joplin, and will provide an Affidavit of Compliance to the City stating the same.
The City of Joplin, Missouri hereby notifies all bidders that it will affirmatively ensure that in any contract
entered into pursuant to this advertisement, businesses owned and controlled by socially and economically
disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and
will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national
origin in consideration for an award.”
