Invitation for Bids
The Evansville Fire Department is acting on behalf of the Board of Public Safety in inviting bids for
the following:
Station 1 Roof Renovations
IFB-011-02-2026
The bid documents will be available beginning on June 17, 2026. The City-County Purchasing
Department will receive sealed bids for the items until 12:45 PM CST on 8th, July. CST in room 323
of the Civic Center Complex, 1 NW Martin Luther King Jr. Blvd., Evansville, Indiana, 47708 (“Civic
Center Complex”). Bids delivered after 12:45 must be delivered to the Board secretary by 1:00 PM
CST on July 8, 2026 at which time the bids will be publicly opened and will be read aloud at Board
of Public Safety meeting in Room 301 of the Civic Center Complex.
Each proposal must be in full compliance with the specifications and executed by the vendor on the
forms provided in the proposal, wherein the Non-Collusion Affidavit must be completed in
accordance with the Indiana State Board of Accounts.
All bids must be accompanied by a Bid Bond or Certified Check payable to the City of Evansville
Board of Public Safety in an amount equal to 5% of the total bid amount, as evidence of good faith
of the bidder and such deposit shall be subject to forfeiture in the event the vendor fails to execute
the contract in accordance with their bid.
Consideration of applicable taxes shall be observed as covered in the specifications and Bid Forms.
In no instance, however, will Federal Taxes or Indiana Sales Tax be applicable.
Each, City/County reserves the right to award separate contracts for each item and/or the right to
reject any or all bids if considered to be in the best interest of the City.

Station 1 Roof Renovations
Sealed bids will be received by the Board of Public Safety for Fire Station 1 Roof Renovations. The bids will be
publicly opened and read aloud at 1:00 PM CST on Wednesday, July 8, 2026 at the Board of Public Safety
meeting in Room 301, Civic Center Complex, 1 NW MLK Jr Blvd, Evansville, IN, 47708. Bids received after this
time will not be considered for award.
Bids may be submitted prior to the scheduled opening shall be submitted to the Purchasing Department, Room
323, Civic Center Complex, 1 NW MLK Jr Blvd, Evansville, Indiana 47708. Bids submitted to the Purchasing
Department shall be submitted prior to 12:45 p.m. CST on Wednesday, July 8, 2026. Any bid brought directly to
the Board meeting shall be given to the Board secretary by 1:00 PM CST p.m.
Mandatory Pre-bid Meeting: Thursday, June 25, 2026 at 1:00 pm local time at the EFD Administration Building
located at 550 SE Eighth Street, Evansville, IN 47713. Bidders will then visit the project site (one block south) at
750 SE Eighth Street immediately following.
All bids must be accompanied by a Bid Bond or Certified Check payable to the City of Evansville Board of Public
Safety in an amount equal to 5% of the total bid amount, as evidence of good faith of the bidder and such
deposit shall be subject to forfeiture in the event the vendor fails to execute the contract in accordance with
their bid. Submitted bids shall be in full force and effect for a period of sixty (60) days from the bid date.
GENERAL REQUIREMENTS
The responsibilities of the Contractor include, but shall not be limited to, the following:
1. The Contractor shall purchase all items needed to provide services.
2. The Contractor will furnish all tools and labor required for service.
3. The Contractor shall coordinate with Jarrod Brown, Deputy Chief, for time and space to complete all
work required.
4. The Contractor will be responsible for any needed traffic control (vehicular and/or pedestrian) during
construction.
5. The Contractor must possess the required local licensing that pertain to work on this project at the time
of bid opening, per Evansville Municipal Code 3.95.030.
6. Prime Contractors are required to be designated as a Responsible Bidder at the time of bid submission
for any bid over $150,000 per Evansville Municipal Code 3.95.040. Submittal requirements of
subcontractors may be provided immediately after bid award, but prior to the execution of a contract.
7. The Contractor must have a written drug testing program in place at the time of bid submission for any
bid over $10,000 per Evansville Municipal Code 3.95.020.
8. Awarded Contractor must carry the required insurance throughout the bidding process until completion
of this project listed in the General Conditions.
9. Awarded Contractor shall furnish Performance and Payment Bonds in the amount of 100% of the
contract amount to be in full force and effect until released at project final completion.
FORMAT AND FORM
Each bid shall be submitted on the forms provided, incorporating the additional forms provided at the end of
this document, and be submitted in a sealed envelope bearing the name of the vendor, business address, bid
title, date, and time of opening on the front of the envelope. One (1) original and one copy of all requested
documents and forms shall be submitted by the vendor in a sealed envelope clearly marked as follows:

RIGHT OF REJECTION
The City/County reserves the right to reject any or all bids, or any part of any bid, to waive any
irregularities in any bid, and to award the purchase in the best interest of the City/County. Furthermore,
the City/County reserves the right to hold the bids of the 3 (three) lowest vendors for a period of 60
(sixty) calendar days from and after the time of the opening of the bids.
SCOPE OF WORK
The contractor will provide material, equipment and labor to:
1. Removal and disposal of existing EPDM membrane.
2. Removal and disposal of existing metal drip edge.
3. Replacement of wet or damaged insulation.
4. Removal and disposal of existing roof drains.
5. Removal and disposal of existing mansard roof shingles.
6. Removal and disposal of existing skylights and roof hatches.
7. Install ½” coverboard.
8. Install metal drip edge.
9. Install .060mil TPO fully adhered roof system.
10. Install new skylights, roof hatches and roof drains.
11. Install new metal roof and coping at mansard roof.
12. Must include minimum 20-year warranty on roof system.

Due to the nature of the work and existing damage the City will require that work commence within Thirty (30)
