HCD provides funding for the acquisition, conversion, rehabilitation, construction, and/or operations of a variety of affordable housing types to house people experiencing homelessness or who are at risk of homelessness, and people who have housing instability, or face excessive housing costs and a short supply of affordable housing. HCD also provides funding for programs to support residents, such as owner-occupied rehabilitation programs and first-time homebuyer programs. Through HCD¿s federally-funded programs, HCD also provides funding for the cost of infrastructure, public services, workforce development, and economic development projects and programs.
