Project Description: Sealed Bids for the Borough of Shenandoah – 2025 Road Program Project will be received online via the PennBid Program by the Schuylkill County Controller until Wednesday, August 13, 2025, at 9:00 AM, (prevailing time) at which time they will be publicly opened and read aloud in the Commissioners Board Room and reported at the Board of Commissioners Meeting scheduled for 10:00 AM with a tentative award date of Wednesday, August 27, 2025. Bid results will be available online at http://PennBid.bonfirehub.com following the Board of Commissioners meeting.
The project involves ADA curb cut ramps, pavement base repair, milling and overlay, and other associated roadway work. The particular items of work for each contract are identified more specifically in the Bid Form, Contract Specifications and Contract Documents. Items of work are separated due to variable funding sources being used for the proposed project. Contract A will be funded through the CDBG program. Contract B and associated alternates will be funded through Borough funds. Each contract will be awarded separately.

A non-mandatory pre-bid meeting will be held at the Shenandoah Borough Hall on July 30, 2025, at 10 AM.
A satisfactory Bid Bond executed by the Bidder naming the County of Schuylkill as oblige and acceptable surety in the amount of 10 percent of the Total Bid shall be submitted with each bid for Contract A.
A satisfactory Bid Bond executed by the Bidder naming the Borough of Shenandoah as oblige and acceptable surety in the amount of 10 percent of the Total Bid shall be submitted with each bid for Contract B.
THE SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of pone hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. No bid will be considered unless it is accompanied by the required guaranty. Money orders and personal money orders are not acceptable form of bid security.
The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap.
The Owner reserves the right to waive any informality or to reject any or all items or portions thereof or to waive any technicalities and informalities in the bid for the best interest of the Owner.
CDBG Funds will be used for Contract A of this project. Prevailing Wage Rates established under the Davis Bacon Act will apply to both Contract A and B of this project. The contract documents have a goal for addressing prevailing labor wage rates, labor standards, non-discrimination in hiring practices, goals for minority and female participation, and that the Contractor (and any subcontractors) is obligated to make a “diligent effort” to achieve these ratios.
The Contractor will be required to comply with the provisions of the Pennsylvania Human Relations ACT in providing equal employment opportunities in connection with all work.
This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form.
