ADVERTISEMENT FOR MATERIALS TESTING AND INSPECTION SERVICES
UCLA Health requests a written response to this Request for Qualifications (RFQ) to select consultants to provide materials testing and deputy inspection services for various non-specific UCLA Health projects. These services are anticipated to be available for renovations and remodels, infrastructure upgrades, seismic improvements, and utility and site developments for a specific list of projects that has yet to be determined.
The University may select up to two consultants to provide services for non-project-specific assignments. Each consultant selected will perform work under a Professional Services Agreement (PSA) with the University, with authorizations for specific assignments from UCLA Health as necessary over the term of the agreement, which may be up to 3 years, with an option to extend for up to an additional 3-year term.
The scope of services may vary based on the detailed requirements of each assigned task, with appropriate fees negotiated in accordance with UCLA policy at the time of each authorization. The anticipated aggregate fees range from $100,000 to $4,000,000 over the term of the PSA, with an option to extend the fee limit by an additional $2,000,000 should the contract duration be extended. The selection of firms for services under this agreement does not guarantee the number of tasks assigned or the value of fees expended.
The selected consultant(s) will demonstrate familiarity with a full range of project types undertaken by UCLA Health (including new construction, renovations and remodels, infrastructure upgrades, seismic improvements, utility and site developments, and many other project types), and previous experience in public university settings is preferred but not required.
The complete RFQ packet will be available at
http://www.capitalprograms.ucla.edu/Contracts/RFQProjects on Friday, August 28, 2026. Responses to the RFQ are due by or before 10:00 a.m. on Friday, September 18, 2026. To download the complete RFQ packet, you must create a login and password. Registration instructions are available at https://www.uclaplanroom.com/help/account.register. Once in the UCLA Planroom, click the "RFQ" tab and search for the project to download. Within the project "RFQ Document" tab, download (1) RFQ, (2) the Planroom RFQ-Upload Instructions, and (3) Appendix C and D Instructions. Failure to comply could result in your submission being overlooked.
Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within limits imposed by law or University policy. Each Candidate Firm may be required to show evidence of its equal employment opportunity policy.
