Project Description: Notice is provided by the Township Secretary that sealed proposals will be received by the Township of Lower Merion for the following:
Public Safety Building (PSB) and Township Administration Building (TAB) Exterior Improvements

Sealed proposals shall be submitted online via the PennBid Program (https://pennbid.bonfirehub.com).
Proposals will be received until 11 am, prevailing time, August 21, 2025, at which time they will be publicly opened and read aloud.
Each Proposal shall be accompanied by a Bid Guaranty as specified in the Instructions to Bidders section of the Bid Document.
A Performance Bond and Labor and Materials Bond in the amount of 100% are required. Also, a Maintenance Bond in the amount of 25% is required.
Bidders may obtain electronic copies of drawings and specifications of this project, at no cost, on the PennBid website noted above.
All interested Bidders may, at their convenience, view the exterior of each project area at the addresses listed above.
Scope of Work
The work at PSB and TAB includes, but is not limited to, cleaning masonry walls, capstones, and appurtenances; repointing mortar joints; sealant replacement; and painting railing system.
The work at the library ramp includes, but is not limited to, repair damaged concrete ramp areas and painting railing system.
Bidders may submit for each project individually (not required to submit for both projects), and/or a combined bid for both projects, for a total of up to three proposals. The award will consist of either (a) separate awards for each project OR (b) combined for both projects. Award is planned for September 17, 2025, with Construction Notice to Proceed planned for mid to late October 2025 pending contract execution.
Detailed specifications developed by Pennoni Associates, Inc. Questions regarding the project scope shall be submitted via the “Messages” feature in PennBid. The last day for receipt of written questions is end of business day of August 8, 2025.
ATTENTION IS CALLED TO THE FACT THAT NOT LESS THAN THE MINIMUM SALARIES AND WAGES AS SET FORTH IN THE CONTRACT DOCUMENTS MUST BE PAID ON THIS PROJECT, AND THAT THE CONTRACTOR MUST ENSURE THAT EMPLOYEES AND APPLICANTS FOR THE EMPLOYMENT ARE NOT DISCRIMINATED AGAINST BECAUSE OF THEIR, RACE, COLOR, RELIGIOUS CREED, ANCESTRY, AGE, SEX, NATIONAL ORIGIN, PHYSICAL OR MENTAL DISABILITY, OR BECAUSE OF A PERSON'S SEXUAL ORIENTATION, GENDER IDENTITY OR GENDER EXPRESSION.
