Two Year Contract for Drainage Outfall Pipe Replacement
Payment and performance bonds of 50% each of the contract amount will be required at
the signing of the contract. A Bid Bond in the amount of 5% of the bid price will be
required with bid submission.
A Louisiana State Contractor’s License in the Category of Highway, Street, and
Bridge Construction is required in accordance with La. R.S. 37-2150 et. seq. and
such license number will be shown on the outside of the electronic bid envelope.
Failure to comply will cause the bid to be rejected. Prime Contractor submitting the bid is
required to complete at least 51% of the work required under this contract. Furthermore,
Prime Contractor must hold all required licenses. Subcontractors cannot be used to
satisfy license requirements.
The work to be performed under this contract consists of removal and replacement of
CMP outfall pipe and the installation of decorative concrete outfall pipe end treatments
following the Jefferson Parish standard detail included in these specifications.
Contractor shall be aware and shall be held responsible under this contract to the
requirements prescribed by Resolution 136353, as amended, provides for a uniform set
of general specifications and conditions for all contractors engaged in performing work
or services for the Parish of Jefferson.
This contract is as-needed work with no guaranteed minimum.
THE BELOW SPECIFICATIONS WILL APPLY TO
ITEMS 0010 THRU 0390:
Canal Outfall Structure – This consists of furnishing all equipment, labor, materials and
incidentals and performing all operations in connection with the construction of canal
outfall structures in accordance with these specifications and applicable drawings.
Measurement for payment shall be per each and shall include; excavation, fabric,
geogrid, bedding, rip rap, concrete, reinforcing steel, temporary dams, dewatering, and
other incidentals as required to complete the structure.
All materials shall conform to the minimum standards set forth in the Louisiana Standard
Specifications for Roads and Bridges 2016 ed. or better.
A. Geotextile Fabric – shall be Mirafi 140N, Propex Geotext 401 approved equal
non-woven fabric that complies with Section 1019 and Table 1019-1 of the Louisiana
Specifications for Roads And Bridges 2016 ed. Geotextile fabric shall have an opaque,
waterproof wrapping protecting against moisture and extended ultraviolet light exposure.
Fabric shall be laid flat in the direction of the bedding material placement without folds or
creases and shall have a minimum 3 foot overlap. Each edge shall be finished to
prevent the outer yarn from pulling away. And damaged, ripped or torn fabric shall be
removed and replaced or shall be overlaid with an additional of fabric extending

3 feet beyond the damage in all directions. There shall be no additional payment for
repairs.
B. Geogrid – The geogrid shall be Tensar BX1200, Tensar Type 11, Syntec
SBX12 or approved equal with a regular grid structure formed by punching and drawing
a continuous sheet of select polypropylene material and shall have aperture geometry
and rib and junction cross-sections sufficient to permit significant mechanical interlock
with the material being stabilized. The geogrid shall have high flexural rigidity and high
tensile modulus in relation to the material being stabilized and shall also have a high
level of continuity through all ribs and junctions of the grid structure. The geogrid shall
maintain its confinement and interlock capabilities under repeated dynamic loads while
in service and shall also be resistant to ultraviolet degradation, to damage under normal
construction practices, and to all forms of biological or chemical degradation normally
encountered in the material being stabilized. Geogrid that has been installed shall be
covered with rip rap within 7 calendar days. The geogrid shall meet the following
minimum requirements: 1. Nominal Aperture size – 1.0 inches minimum to 1.3 inches
maximum 2. Ultimate Tensile Strength – 1310lb/ft minimum per ASTM D-6637 3.
Tensile Strength at 2% strain – 410 lb/ft minimum per ASTM D-6637 4. Tensile Strength
at 5% strain – 810 lb/ft minimum per ASTM D-6637 The Contractor may request a
product from any geogrid manufacture listed on LDOTD’s Qualified Products List for
approval. Geogrid shall be oriented such that the roll length runs parallel to the road
direction. Geogrid shall be overlapped a minimum of 3-foot and there is no extra pay for
overlapped area. Care shall be taken to ensure that geogrid sections do not separate at
overlaps during construction. Placement of geogrid around corners will require cutting of
geogrid product and diagonal overlapping of same to ensure that excessive buckling of
grid material does not occur. Exercise care during placement of embankment over
geogrid so as not to damage geogrid.
C. Bedding Material – shall be #57 Crushed Stone from an approved source in
accordance with Section 726 and 1003.10 of the Louisiana Standard Specifications for
Roads and Bridges It shall be carefully placed in accordance with the lines, grades and
thicknesses shown on the plans as to not cause damage to the underlying geotextile
fabric.
D. Rip Rap shall be from an approved source in accordance with the gradation
limits listed for Class 10 LB rip rap in Table 711-1 on Page 393 of the “Purple Book”.
The rip rap shall be free of earth and other foreign material. Place rip rap on prepared
surface of crushed stone as per the detail. Rip rap shall be placed to the lines, grades
and thicknesses shown on the plans without disturbing the crushed stone sub layer.
Recycled concrete will not be allowed in lieu of stone.
E. Concrete pavement– Cast in place structural concrete shall be placed,
finished and cured in accordance with Section 805 of the “Purple Book” Concrete shall
achieve a minimum compressive strength of 4000 psi in 3 calendar days. Curing
compound shall be applied in strict accordance with the manufacturer’s
recommendations. Concrete shall be stamped in a brick pattern 9” x 6”with ½” grout line
width using Butterfield Color BST6202 or equivalent.
F. Reinforcing Steel- shall be Grade 60 and comply with Section 1009.01 of the
“Purple Book” in accordance with ASTM A615 and A1064.

Removal and disposal of drain pipe - Measurement for payment of removal of drain
pipe shall be paid for by linear foot. Bid prices should include all costs for labor,
equipment, and material necessary to remove and dispose of existing drain lines
deemed no longer necessary and restore the canal bank at the removal site.
Replace outfall pipe – Measurement for payment of drain pipe shall be paid for by linear
foot. Bid prices should include all cost of labor, materials (pipe, excavation, sheeting,
bracing, bedding, fill, etc.) and equipment necessary to install new drain pipe including
the removal and disposal of existing drain pipe. All workmanship shall be in accordance
with Jefferson Parish Department of Engineering Standard Details.
Install new drain pipe – Measurement for payment of drain pipe shall be paid for by
linear foot. Bid prices should include all cost of labor, materials (pipe, excavation,
sheeting, bracing, bedding, fill, etc.) and equipment necessary to install new drain. All
workmanship shall be in accordance with Jefferson Parish Department of Engineering
Standard Details.
Manhole – Frames, grates and covers for manholes should be the heavy duty type. The
only acceptable frames, grates and covers are those which are domestically
manufactured. All castings shall be clearly stamped or engraved with the manufacturer’s
name and part number on the casting.
Installations will follow Jefferson Parish Department of Engineering Standard Details. Bid
prices shall include the bricks/mortar to construct the box, with top and bottom slabs,
excavation, sheeting and bracing, backfill materials, etc. as required.
Conflict Box – Conflict Boxes should be the heavy duty type. The only acceptable
frames, grates and covers are those which are domestically manufactured. All castings
shall be clearly stamped or engraved with the manufacturer’s name and part number on
the casting.
Installations will follow Jefferson Parish Department of Engineering Standard Details. Bid
prices shall include the bricks/mortar to construct the box, with top and bottom slabs,
excavation, sheeting and bracing, backfill materials, etc. as required.
Mobilization – Item consists of the mobilization and demobilization of the contractor’s
forces and equipment necessary for performing the work required under the contract at
a specific parish assigned site. It does not include mobilization and demobilization for
specific items of work for which payment is provided under another contract item.
Mobilization and demobilization includes all activities and associated costs for
transportation of contractor’s personnel, equipment, and operating supplies to the site.
Demobilization – Item is only to be used for unforeseen conflicts where work cannot
continue.
Traffic Control – All signs, signals, barricades, use of flaggers, and other traffic control
and public safety devices required where needed to allow for the safe movement of
