Summary

The purpose of this Request for Proposal (RFP) is to complete an employee classification and compensation study.



Background

The Town of Vienna is a full-service community that is operated under the Council-Mayor form of government. The Town is located 12 miles from Washington DC and is in the Northern Virginia labor market with an unemployment rate of 3.8%.

The last classification and compensation study was completed in 2023. The Town has two pay plans. One for civilians and one introduced in 2022 for the sworn police officers that has a step system. A separate plan is maintained for part-time recreational workers and is not part of this study.

Vienna is primarily a residential community with at least 71 percent of the land developed for residential purposes, excluding rights-of-way. The Town has approximately 3.5 million square feet of commercial and industrial space—60 percent is used for professional office space, 30 percent of the space is used for retail, and the remaining 10 percent is used for industrial purposes. Vienna is also home to a diverse business base serving independent retailers and even the nation’s largest credit union, Navy Federal Credit Union.
