Title: Youth Violence Prevention FY 2026-2027

Pierce County Human Services is soliciting applications for Youth Violence Prevention programs to serve youth in unincorporated Pierce County. Service delivery should focus on impacting risk and protective factors associated with the reduction or prevention of violence among youth.
Funding for this solicitation is obtained exclusively from taxes generated in unincorporated Pierce County for criminal justice purposes. Per Ordinance No. 2001-82 and Pierce County Code Sections 2.42.020 and 4.28.130, Pierce County imposed a one-tenth of one percent sales and use tax for criminal justice purposes. At least 20% of these tax revenues collected in unincorporated areas of Pierce County must be expended on violence prevention and prevention-related services for youth who reside in those communities. Pierce County Human Services is designated by Pierce County Council to oversee the procurement and contracting processes of these funds.
There has been increasing interest in the outcomes and evidence of program impact on youth violence prevention and reduction. Because of this, the County’s Research and Data Analysis team conducted a youth violence needs assessment to determine geographic and programmatic areas of need, which has been documented in the Youth Violence Prevention Needs Assessment (YVPNA) report. This report aligns with the County Executive’s strategic priorities and serves as a foundational report for this RFP.
