Summary
PURPOSE . This is a Request for Competitive Sealed Proposals (RFP) under Section 125.071 of the Ohio Revised Code (ORC) and Rule 123:5-1-08 of the Ohio Administrative Code (OAC). The Ohio Department of Public Safety (ODPS), Fiscal/Procurement Services on behalf of the Ohio Traffic Safety Office (OTSO), is soliciting competitive sealed proposals (Proposals) for Motorcycle Ohio Online Training Course and this RFP is the result of that request. If a suitable Proposal is made in response to this RFP, the State of Ohio (State), through ODPS, may enter into a contract (the Contract) to have the selected Offeror (the Contractor) perform all or part of the project (the Project or the Work). This RFP provides details on what is required to submit a Proposal for the Work, how ODPS will evaluate the Proposals, and what will be required of the Contractor in performing the Work.
This RFP also gives the estimated dates for the various events in the submission process, selection process, and performance of the Work. While these dates are subject to change, prospective Offerors must be prepared to meet them as they currently stand. Once awarded, the term of the Contract will be from the award date through June 30th, 2025. ODPS also may solely renew this Contract at the discretion of ODPS for a period of one month; this unilateral renewal may be completed by ODPS at any time during the term of the Contract. Any other renewals will be by mutual agreement between the Contractor and ODPS for any number of times and for any period of time. The cumulative time of all mutual renewals may not exceed two (2) years, unless ODPS determines that additional renewal is necessary, and are subject to and contingent upon the discretionary decision of the Ohio General Assembly to appropriate funds for this Contract in each new biennium. ODPS may renew all or part of this Contract subject to the satisfactory performance of the Contractor and the needs of the Division. Any failure to meet a deadline in the submission or evaluation phases and any objection to the dates for performance of the Project may result in ODPS refusing to consider the Proposal of the Offeror. BACKGROUND . Under the direction of the Ohio Department of Public Safety (DPS), the Ohio Traffic Safety Office (OTSO) oversees Ohio Driver Training, Motorcycle Ohio (MO) and Ohio’s Ignition Interlock program. OTSO is also responsible for administering federal highway safety funds for programs which are designed to reduce the number of injuries and fatalities on Ohio’s roadways. Motorcycle Ohio’s mission is to provide an affordable motorcycle rider training course to reduce fatalities and injuries on Ohio’s roadways through three major components: rider education, public information campaigns, and licensing improvement. OVERVIEW . To receive a motorcycle license or endorsement in Ohio, the applicant needs to complete a skills test at the BMV or have completed a motorcycle safety course designed by Motorcycle Ohio (MO), earning a License Waiver for the skills test. MO offers four levels of rider courses: Basic Riding Skills (BRS), Basic Riding Skills for Returning Riders (BRS-RR), Basic Riding Skills 2 (BRS-2), and Advanced Riding Skills (ARS). These courses consist of an in-class teaching portion and an on-bike practice portion. More than 12,000 Ohio residents registered for the BRS classes in 2023. The benefits of this training are clear. About 3,800 motorcycle crashes occurred on Ohio’s roads in 2023. Every year, roughly 200 of Ohio’s motorcycle crashes are fatal. Over 75% of these fatal motorcycle crashes from 2021, 2022, and 2023 involve motorcyclists who did not complete a motorcycle training course. By increasing the accessibility of motorcycle training, it is believed that we can reduce the number of motorcycle-related crashes. While there are 42 public and private training locations throughout Ohio, over half of Ohio counties are without a training location. The on-bike practice portion of the class must be completed at an approved training site, but with modern tools we believe the in-class portion can be made available online. Allowing students to take the classroom portion of the course at their convenience will reduce barriers between interested riders and the completion of a BRS course. It would also reduce the number of hours a student needs to be in-person at a training location, as they would only need to come for the on-bike portion of the class. OBJECTIVES . DPS has the following objectives that it wants this Work to fulfill, and it will be the Contractor’s obligation to ensure that the personnel the Contractor provides are qualified to perform their portions of the Work. Contractor will provide an eLearning Training Hub along with 15 online training lessons that satisfy the requirements of the BRS courses developed by Motorcycle Ohio. The complete course should take students between 4-5 hours to complete. MO will provide the content that needs to be covered by these classes, but it will be the responsibility of the Contractor to design, develop, and host the classes. MO will create a secure API with authentication and validation, which the Contractor can call to pull student details into the LMS and to send details on the student’s progress through the course work. |

Request for Proposal (RFP) : Offerors must review the attached "SRC0000026037 MO Online Training RFP" document. Each Offeror must submit a Technical Proposal and a Cost Proposal as part of its Proposal package. Proposals must be submitted as two separate components (Technical Proposal and Cost Proposal) in separate electronic envelopes.
