The Centers for Disease Control and Prevention intends to award a sole-source, firm-fixed-price purchase order to Management Concepts, Inc. for Grants Management Staff Workforce Training in support of the CDC Office of Grants Services (OGS).
The requirement consists of 19 grants management courses and 36 total training offerings for CDC Grants Management Specialists (GMS) and Grants Management Officers (GMO). The courses are intended to provide foundational, intermediate, and advanced instruction covering the Federal grants management lifecycle, including 2 CFR Part 200, cost principles, audits, monitoring, cooperative agreements, closeout, Federal assistance law, internal controls, risk assessments, and related professional development topics. All courses are required to be delivered through Virtual Instructor-Led Training (VILT).
Management Concepts, Inc. possesses an established Commercial Off-the-Shelf (COTS) Federal grants management curriculum that aligns with the required training portfolio and supports instruction for both new and experienced HHS grants management personnel. This curriculum is the only one available that meets the entirety of the need for CDC. Its capabilities which align with CDC requirements include comprehensive Federal grants management instruction covering 2 CFR Part 200, Parts A–E; Uniform Administrative Requirements; Cost Principles; Audit Requirements; Federal assistance law; VILT delivery; curriculum tailored to HHS grants management personnel; attendance management; course evaluations; and issuance of training certificates within two weeks of course completion.
This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of RFO FAR 12.201-1 simplified procedures pursuant to 41 U.S.C. 1901, and is justified under 41 U.S.C. 3304(a)(1). See note below.
This notice of intent to sole source is not a request for competitive quotations; however, all quotations/responses received within 15 of days of the issuance of this notice shall be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
