Bid Cover Letter

The City of McMinnville will receive sealed bids for Closed Cell Spray Foam at

McMinnville Animal Control via bid specifications enclosed. Bids will be received no

later than 2:00 PM, August 27, 2026, in the office of the city recorder, McMinnville

City Hall, 101 East Main Street, McMinnville, Tennessee 37110, and then at said

office publicly opened and read aloud. Bids will be awarded based on the lowest

and/or best proposal. The City reserves the right to reject any and all bids.

Proposers are requested to read the complete specifications invitation carefully and

submit their proposals in strict accordance with the requirements set forth therein.

By virtue of bidding, the bidders guarantee the prices quoted in the proposal will

remain firm for the duration of 3 months from said time of bid opening.

Invitation to Bid

Animal Control Building Spray Foam Insulation Project

Purpose

The City of McMinnville is soliciting sealed bids from qualified contractors to furnish all

labor, materials, equipment, supervision, transportation, and incidentals necessary to install

approximately 1,850 square feet of 7-inch minimum closed-cell spray polyurethane foam

insulation on the interior ceiling/underside of the metal roof and around soffit areas of the

Animal Control Building. The building consists of two separate sides.

Scope of Work

• Prepare and protect all surfaces.

• Install closed-cell spray foam to minimum finished depth of 7 inches.

• Insulate interior metal roof/ceiling and soffit areas.

• Provide all labor, equipment, cleanup, and disposal.

• Leave site clean and provide manufacturer data and warranties.

Insurance Requirements

• Commercial General Liability: $1,000,000 per occurrence

• Automobile Liability: $1,000,000 combined single limit

• Workers' Compensation: Statutory limits

• Employer's Liability: $500,000

Bid Requirements

Include company information, insurance, applicable contractor license, product data,

warranty, project schedule, and lump sum bid.

“Iran Divestment Act” T.C.A. 12-12-101 et. Seq. – By submission of this bid each Bidder and

each person signing on behalf of any Bidder certifies, and in the case of a joint bid each

party thereto certifies as to its own organization, under penalty of perjury, that to

the best of its knowledge and belief that each bidder is not on the list created pursuant to

T.C.A. 12-12-106

All equipment shall meet OSHA requirements, Federal Noise Standards and State and

Federal laws, and be ADA compliant. All bidders must meet State and Federal Labor

Laws.

TCA 62-6-119 (a) Any person or entity preparing plans, specifications or any other

documentation for inclusion in an invitation to bid or comparable bid document including

any electronic bidding documents, shall reference this chapter in such documentation and

include a specific statement informing the invited bidder that it is necessary for such bidder

to be properly licensed at the time of the bid and provide evidence of compliance with the

applicable provisions of this chapter before such bid may be considered.

The following must be included on the outside of the bid envelope or the bid will be

rejected.
