The City of McMinnville will receive sealed bids for an HVAC system at McMinnville Animal
Control via bid specifications enclosed. Bids will be received no later than 2:10 PM, August
27, 2026, in the office of the city recorder, McMinnville City Hall, 101 East Main Street,
McMinnville, Tennessee 37110, and then at said office publicly opened and read aloud.
Bids will be awarded based on the lowest and/or best proposal. The City reserves the right
to reject any and all bids.
Proposers are requested to read the complete specifications invitation carefully and
submit their proposals in strict accordance with the requirements set forth therein.
By virtue of bidding, the bidders guarantee the prices quoted in the proposal will remain
firm for the duration of 3 months from said time of bid opening.

2. PROJECT OVERVIEW & SCOPE
The City of McMinnville is requesting competitive, sealed bids from licensed HVAC
contractors to supply and install ductless mini-split systems at the Animal Control
Building. Due to severe headroom limitations, traditional ducted systems are not viable.
All work must comply with local building codes, include clean wall-penetrations, proper
condensate drainage, and electrical hookups.
Notice of Mandatory Site Visit: Attendance at the site walkthrough on August 20, 2026,
at 2:00 PM CST is strictly mandatory. Bids submitted by contractors who did not attend
and sign into the site visit will be disqualified automatically without review.
“Iran Divestment Act” T.C.A. 12-12-101 et. Seq. By submission of this bid each Bidder
and each person signing on behalf of any Bidder certifies, and in the case of a joint bid
each party thereto certifies as to its own organization, under penalty of perjury, that to
the best of its knowledge and belief that each bidder is not on the list created pursuant
to T.C.A. 12-12-106
All equipment shall meet OSHA requirements, Federal Noise Standards and State and
Federal laws, and be ADA compliant. All bidders must meet State and Federal Labor
Laws.
3. SYSTEM SPECIFICATIONS
Contractors must bid on the following exact layout configurations or approved
equivalents:
Left Structure: Multi-zone system (2 x 12,000 BTU indoor head units connected
to 1 x 24,000 BTU outdoor condenser).
Right Structure: Multi-zone system (2 x 12,000 BTU indoor head units connected
to 1 x 24,000 BTU outdoor condenser).
Middle Structure: Single-zone system (1 x 12,000 BTU indoor head unit
connected to 1 x 12,000 BTU outdoor condenser).
4. MANDATORY INSURANCE REQUIREMENTS
The selected contractor must provide a Certificate of Insurance (COI) naming the City of
McMinnville as an additional insured prior to beginning work.
Commercial General Liability: $1,000,000 per occurrence
Automobile Liability: $1,000,000 combined single limit
Workers' Compensation: Statutory limits
Employer's Liability: $500,000
