NOTICE OF INTENT TO AWARD A SOLE SOURCE Life Support Training and Certification Services

1. Synopsis:

This synopsis is in accordance with FAR Part 5, Notice of Intent to award a sole source requirement. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and email requests will not be honored. Only one (1) responsible source and no other supplies or services will satisfy agency requirements.

The Defense Health Agency (DHA) intends to award a sole source contract to the American Red Cross to provide Life Support Training and Certifications as required by Basic Life Support (BLS) Program, Advanced Life Support (ALS) Program, Pediatric Advanced Life Support (PALS) Program, Cardiopulmonary Resuscitation (CPR), & Automated External Defibrillation (AED) Program.

2. Background;

This Individual Justification is submitted to award a sole source contract to the American Red Cross to provide essential instruction in emergency response skills designed to save lives in critical situations. Rooted in evidence-based practices and aligned with national health and safety standards, the training covers key techniques to save lives.

This contract will be Firm-Fixed Price. Additionally, this contemplated contract would be awarded to the large business, American Red Cross.

3. Description:

DHA seeks to award a sole source contract to the American Red Cross to provide licensing the life support training curriculum, enabling certified instructors to deliver lifesaving training that results in CPR/AED certifications to support the Defense Health Agency (DHA), J-7 Education and Training Division.

4. NAICS Code:

The North American Industry Classification System Code (NAICS) for this requirement is 611699 with the size standard of $17M. The Federal Supply Code (FSC)/Product Service Code (PSC) procurement is U099.

This procurement will be made utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures (SAP), in conjunction with FAR Part 12, Acquisition of Commercial Products and Commercial Services procedures.

5. Submission Instructions:

Interested parties may identify their interests and capability to respond to this requirement within 15 calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
