DESCRIPTION



Background: The Bumblebee Stewardship IRSC shall be awarded under the following authority:



Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. Stewardship authority grants the Forest Service the authority to aggregate stewardship work activity requirements and solicit those requirements utilizing full and open competition.



Period of Performance: All work shall be completed by November 1, 2028.



Description of Work:



Mechanical cutting, skidding, and removal of sawtimber, biomass, and cull trees with included erosion control and slash treatment. Sawtimber removal on 1,458 acres, biomass removal on 451 of those acres, and cull tree removal 566 of those acres as well. Mastication on 771 acres total, most of which is within the timber removal units. There is 3.8 miles of dead hazard tree removal prior to reconstruction on 13.3 miles of National Forest system roads.



Construction items are expected to have the estimated price magnitude between $100,000 and $250,000. If the total value of the construction items is greater than $150,000, payment and



performance bonds are required and shall be provided within 10 days of award.



Bonds shall be 100% of the total value of the road reconstruction items (see FAR 52.228-15 Performance and Payment Bonds -- Construction (JUN 2020) (DEVIATION APR 2020).



A bid guarantee shall be required whenever performance and payment bonds are required (see FAR 52.228-1 Bid Guarantee (SEP 1996) (DEVIATION MAY 2020)).



Construction (Davis Bacon) wage determination aplies to all Road Reconstruction work items.



Estimated Timber Volume and Species composition is as follows:



• Sawtimber = 17,460 ccf (10,033 mmbf) with 11% IC, 14% PP, 1% SP, and 74% WF.



• Green biomass trees & sawtimber tops = 1,518 ccf



• Cull snags = 1,955 ccf, (1,188 mbf)



• Cull hazard trees = 45 ccf, (26 mbf)



A field visit will be held by the Forest for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The field visit will be held on Tuesday December 17th, 2024, at 9:30 a.m. with a meeting location at the Summit Ranger District, #1 Pinecrest Lake Rd, Pinecrest CA 95364.
